During the Thursday, March 4, 2021 morning meeting, Fulton County Commissioners Jeff Rupp and Joe short passed resolutions allowable without a quorum as Jon Rupp was absent. Items approved included:
•Minutes of March 2, 2021
•Agenda as presented
•Review of CARES Act Airport Grant Closeout letter and Dog Warden reports for Feb. 20 and 27, 2021
•Increase and transfer appropriations for various departments
•Resolution 174 Authorize Advertisement fo Bridge 10-2M.3 Replacement Project
•Resolution 175 Approve oversight of contract 2021-34 with K&P Medical Transport on behalf of JFS
•Resolution 2021-176 Accept Recommendation of loss control coordinator (for Public Utilities employee for Workers comp claim for medical only with no lost time)
•Purchase orders and travel requests
Bids were opened before the Tuesday, March 9, 2021 Commissioners meeting, for the Bridge 10S.3 Replacement Project with an estimate of $200,000. Bids read were: $207,700 from Geddis Paving of Toledo; 211,877.97 from RG Zachrich of Defiance; $217,237.83 from Vernon Nagel of Napoleon; $195,737 from Miller Brothers Construction of Archbold; and $238,211 from Jim Palmer Excavating of Portage, Ohio. All bids were forwarded to the Engineer’s office for review and recommendation.
The meeting began, with Jeff Rupp absent, so without a quorum. Two changes were made to the agenda due to the lack of a quorum and the following were approved:
•Agenda as amended
•Authorization to pay bills
•Review of: Treasurer to Auditor Balancing Record; Correspondence from Palmer Energy Company RFP; Refresh results; Master agreement with Energy Harbor, LLC; February 2021 Sales Tax Report; and month end reports
•Increase and transfer appropriations for various departments
•Resolution 2021-183 Execute satisfactions of Mortgage for CHIP program
•Purchase orders and travel requests
