On August 21, 2017, the Fulton County Grand Jury considered indictments charging individuals with Fulton County crimes, according to Fulton County Prosecuting Attorney Scott A. Haselman.
STUART T. CARROLL, age 50, of Archbold, OH, was indicted on one count of Possession of Heroin and one count of Aggravated Possession of Drugs. On or about January 21, 2017, he allegedly possessed heroin and methamphetamine.
CODY A. CRALEY, age 18, of Delta, OH, was indicted on one count of Grand Theft of a Motor Vehicle and one count of Theft. On or about July 3, 2017 to July 4, 2017, he allegedly stole a motor vehicle and a ring.
DRAKE M. JOHNSON, age 22, of Weston, OH, was indicted on one count of Theft, On or about April 12, 2017, he allegedly stole jewelry valued at more than $1,000 but less than $7,500.
RONALD E. PRICHARD, age 46, of Defiance, OH, was indicted on one count of Possession of Heroin. On or about January 30, 2017, he allegedly possessed heroin.
AMBER L. SHINDLER, age 26, of Delta, OH, was indicted on three counts of Illegal Assembly or Possession of Chemicals for the Manufacture of Drugs, one count of Illegal Manufacture of Drugs, and one count of Aggravated Possession of Drugs. On or about July 8, 2017 to July 25, 2017/ she allegedly possessed methamphetamine, allegedly manufactured methamphetamine, and allegedly possessed chemicals for the manufacture of methamphetamine.
ALAN W. MANDLY, age 57, of Delta, OH, was indicted on three counts of Illegal Assembly or Possession of Chemicals for the Manufacture of Drugs, one count of Illegal Manufacture of Drugs, and one count of Aggravated Possession of Drugs. On or about July 8, 2017 to July 25, 2017, he allegedly possessed methamphetamine, allegedly manufactured methamphetamine, and allegedly possessed chemicals for the manufacture of methamphetamine.
JACK W. NEW, age 36, of Fayette, OH, was indicted on two counts of Intimidation. On or about July 16, 2017, he allegedly, by force or threat of harm, attempted to influence or intimidate witnesses in the discharge of their duties.
DAVID W. FOSTER, age 28, of Morenci, MI, was indicted on one count of Identity Fraud. On or about July 19, 2017, he allegedly used personal identifying information of another person with the intent to hold himself out to be the other person.
FRANKLIN D. LEWIS, age 61, of Toledo, OH, was indicted on two counts of Improperly Handling Firearms in a Motor Vehicle. On or about July 28, 2017, he allegedly transported a loaded handgun in a motor vehicle while under the influence of alcohol.
JONATHAN L SHEPARD, age 37, of Wauseon, OH, was indicted on one count of Domestic Violence. On or about July 29, 2017, he allegedly caused or attempted to cause physical harm to a family or household member.
JESHUA L. GILMORE, age 18, of Toledo, OH, was indicted on one count of Attempted Aggravated Murder, two counts of Felonious Assault, one count of Having Weapons While Under Disability, one count of Failure to Comply With Order or Signal of Police Officer, one count of Receiving Stolen Property, one count of Breaking and Entering, one count of Grand Theft of a Motor Vehicle, and one count of Assaulting a Police Dog or Horse. On or about July 15, 2017 to July 31, 2017, he allegedly received a motor vehicle knowing or having reasonable cause to believe that it had been stolen, allegedly attempted to cause the death of a law enforcement officer, and allegedly caused or attempted to cause physical harm to another law enforcement officer and a police dog. He also allegedly trespassed in an unoccupied structure and allegedly stole a motor vehicle. Finally, he allegedly failed to stop his motor vehicle after receiving a visible and audible signal from a police officer.
SKYE F. THIBODEAUX, age 18, of Delta, OH, was indicted on two counts of Obstructing Justice, one count of Receiving Stolen Property, one count of Failure to Comply With Order or Signal of Police Officer, one count of Criminal Damaging or Endangering, and one count of Obstructing Official Business. On or about June 8, 2017 to July 31, 2017, she allegedly received a motor vehicle knowing or having reasonable cause to believe that it had been stolen. She also allegedly obstructed an act that hampered a public official from performing his lawful duties, and allegedly caused a substantial risk of physical harm to the property of another.
COCHISEX COOPER, age 47, of Fayette, OH, was indicted on eleven counts of Pandering Sexually Oriented Matter Involving a Minor. On or about August 17, 2016 and October 19, 2016, he allegedly distributed and possessed material that shows a minor participating or engaging in sexual activity.
TRAYCA D. JAMES, age 22, of Fayette, OH, was indicted on two counts of Obstructing Justice. On or about August 9, 2017, she allegedly harbored or concealed another person.
MELVIN E. MYERS, age 62, of Wauseon, OH, was indicted on one count of Importuning, two counts of Disseminating Matter Harmful to Juveniles, and one count of Pandering Obscenity Involving a Minor. On or about August 4, 2017, he allegedly solicited a person over age 13 but under age 16 to engage in sexual activity. He also allegedly provided obscene material to a juvenile.
GWENDOLYN A. SMITH, age 56, of Toledo, OH, was indicted on one count of Theft From a Person in a Protected Class. On or about December 5, 2016 to May 11, 2017; she allegedly stole property valued at more than $7,500 but less than $37,500.
JESSICA C. FONSECA, age 41, of Fayette, OH, was indicted on two counts of Obstructing Justice. On or about August 9, 2017, she allegedly harbored or concealed another person.
JESSIE A. RODRIGUEZ, age 23, of Fayette, OH, was indicted on one count of Unauthorized Use of a Vehicle. On or about August 9, 2017 to August 11, 2017, he allegedly operated a motor vehicle without the consent of the owner and removed it from the state.
DENNIS D. ROSECRANS, age 34, of Russellville, AL, was indicted on one count of Unlawful Sexual Conduct With a Minor. On or about the months of May to June, 2015, he allegedly engaged in sexual conduct with a person age 13 or older but less than age 16.
MATTHEW A. ZAHNER, age 22, of Delta, OH, was indicted on one count of Illegal Use of a Minor in a Nudity-Oriented Matter or Performance, On or about November 19,. 2016 to May 29, 2017, he allegedly possessed material or a performance showing a minor in a state of nudity.
It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty.
