The Montpelier School Board looked at the district’s Five Year forecast at their meeting on Tuesday, May 13, 2014, and discussed the schools’ busy schedules as the 2013-2014 school year winds down to an end.
Grades K-6 Principal Connie Graham said that Grandparent’s Day for students in kindergarten through second grade went very well, and that the school was also holding their art show that day. Right-to-Read week is being held the week of May 19-23. There will be a D.A.R.E. graduation on the Tuesday after Memorial Day. Also scheduled before the end of the semester are several field trips for the students.
In her report, Grades 7-12 Principal Su Thorp said that there will be 54 members of the Class of 2014. The OGT preliminary reports are favorable. The schedule for the 2014-1015 school year has been completed, and next year there will be eight sessions each day instead of the present seven sessions. Exams for seniors will be held during the week of May 19-23, and the last day of school for graduating seniors is May 23. The school will hold a Senior Farewell on May 20. Graduation is Sunday, May 25 at 2:00 p.m. in the gymnasium. On May 27, the seniors will be treated to a class trip to Cedar Point. Exams for underclassmen will be held on June 2-4. The last day of school will be on June 4.
Treasurer Abby Sharp gave the Five-Year Forecast. Using a Power Point presentation, she explained that the forecast for the district is in good standing, due in part to an increase in the collection of delinquent property tax collections; a reduction in salaries paid out due to attrition of staff; collection of a replacement earned income tax; an increase in state aid; and a general increase in revenue.
Sharp wrote that “After experiencing deficit spending for three fiscal years, the district did not deficit spend in 2013. With the reductions that have been put into place, the anticipated and realized increase in state funding, and the passing of the replacement earned income tax levy in March 2013, the district expects to continue increasing the carryover balance in fiscal year 2014 and 2015. Further reductions in cost will continue to be considered and investigated by the district Board of Education and administration.” The board approved the Five Year Forecast for the May 2014 submission to the Ohio Department of Education.
The board approved the financial statements and investments for April 2014, and accepted the following donations: From Family Services of Northwest Ohio – $50 to the High School Student Council; from the FIRST Club – $500 to the Archery Club; from the Athena Study Club – $1,550 to the Archery Club ($500), Accelerated Reader ($300), and Locomotion ($750); from the Montpelier Area Foundation – $2000 to the Academic Banquet; from Montpelier Music Boosters – $210 to the Band; from the Montpelier Civic League – $300 to Locomotion; from the Bryan Fraternal Order of Eagles ($500) and from the Athena Study Club ($100) to the Class of 2015; from the Black Swamp Arts Council – $25 to the Art Department; From the Montpelier Academic Boosters ($300), the Montpelier Civic League ($100), the Athena Study Club ($500), the Montpelier Civic League ($150) and CK Technologies ($100) to the Junior High Olympiad for a total of $1,150; from Andres, O’Neil and Lowe Agency – $50 to the Class of 2015; and from Robert and Karen Taylor – $25 to the Archery Club.
The board also approved the creation of the following accounts: 019-9314 the National School Shield Grant FY 2014, and 506-9314 the Resident Educator Programs FY 2014, and approved a $100,000 cash advance from the General Fund to the Permanent Improvement Fund to be repaid in August 2014. Approval was given to the County Budget Committee to make changes to the Amended Certificate, and for modifications to permanent appropriations for the fiscal year 2014.
The Consent Agenda was approved for May including the employments for the following Certified Staff:
1. Lance Thorp on a 2 year contract as the elementary principal for the 2014-2015 school year. 2. Fara Neff as an intervention specialist at Bachelor’s Degree/0 years’ experience for the 2014-2015 school year. 3. Graduate hours for David Bauer and Jennifer Hodapp. 4. Garrett Leininger as a light and sound technician for the 2014-2015 school year. 5. Added Megan Shilling to the substitute teacher list for the 2013-2014 and the 2014-2015 school year pending licensure. 6. Medical leave for Cynthia Shoup beginning May 20, 2014 and continuing through the end of the school year. 7. Graduate hours for Jayma Hug and Tammy Mercer-Chmielewski. 8. A contract addendum for Monica Brigle.
Employment of Classified Staff:
1. Kaitlyn Tingle as a softball volunteer coach for the 2013-2014 school year. 2. Susan Cliffton as a summer custodian for the 2013-2014 school year. 3. Added Brandon Scott and Colin Turner as light and sound technicians for the 2014-2015 school year.
Purchases and Service Contracts:
1. Approved the continued agreement with the Ohio High School Athletic Association for the 2014-2015 school year. 2. Approved the service agreement with Healthcare Process Consulting, Inc. to manage the district’s School Medicaid Program for the 2014-2015 school year. 3. Approved the Voluntary Student and Accident and Sickness Insurance Program through Love Insurance for the 2013-2014 school year. 4. Approved the resolution for the ACE Digital Academy for the 2014-2015 school year. 5. Approved the property, liability, violence and automotive insurance through the Ohio School Plan for the 2014-2015 school year at $48,879. 6. Approved the quote from McGraw-Hill Education for the K-12 math textbooks..
The board approved the quote with Republic Services for trash removal. Also approved in other business were handbooks for: Elementary School Student/Parents; Junior/Senior High School Students; Locomotives Athletic Students; Junior/Senior High School Coaches/Athletes Rulebook; and the Schools Faculty Handbook.
The following were approved:
1. The Renewal of substitute teacher contract for the 2014-2015 school year. 2. The list of graduates for the MHS Class of 2014 pending all graduation requirements have been met 3. The applications for the following programs: Title I, Title II-A, Title II-D, Title VI-B IDEA, Title III LEP, and the federal meal and milk program for the 2014-2015 school year. 4. The school lunch prices for the 2014-2015 school year: grad K-8 at $2.25, Grades 9-12 at $2.50, and Adult at $3.00. Extra milk is $.50. These prices are unchanged from last year. 5. Approved Julian and Grobe, Inc. to perform the agreed upon procedures for the Medicaid cost reports for the period of July 1, 2013, through June 30, 2015.
The board went into executive session for the purpose of preparing for, conducting, or reviewing negotiations or bargaining sessions with employees. No action was taken upon return to open session.
