BRYAN POLICE
On Friday, December 11, 2015 at 10:20 PM, Patrick E. Oyer, Age 27, 129 W Hicks St., Apt. A, Hicksville, was arrested on a warrant out of Bryan Municipal Court for failing to appear. The original charge was Making a False Police Report. He was taken to CCNO.
On Saturday, December 12, 2015 at 4:09 AM, Joshua L. Cox, Age 21, 51 Pierson St., Coldwater, MI, was arrested on a warrant out of the Williams County Court of Common Pleas on an indictment. The charges were Illegal Manufacture of Drugs, a second degree felony, Illegal Assembly or Possession of Chemicals for the Manufacture of Drugs, a third degree felony, and Aggravated Possession of Drugs, a fifth degree felony. He was turned over to the Williams County Sheriff’s Department and taken to CCNO.

Mart Cox, age 61, of Billings. Montana, was arrested on December 10, 2015, by deputies on an Amtrak train near CR-D, west of the City of Bryan, Ohio. Mr. Cox was intoxicated and was asked to exit the train, but he refused. Mr. Cox was arrested and charged with disorderly conduct persisting and resisting arrest. He was held at CCNO.

Luis Garza, 38, of Wauseon, OH, previously pled guilty to three counts of Trafficking in Cocaine. On July 30, 2014, August 7, 2014, and April 24, 2015, he sold Cocaine. Judge James E. Barber sentenced Mr. Garza to prison for a mandatory 10 years, ordered him to pay restitution of $9,010, and suspended his driver’s license for 5 years.
Gale Dickey, 41, of Archbold, OH, previously pled guilty to 2 counts of Aggravated Trafficking in Drugs. On November 14, 2013, he sold Oxycodone and on December 5, 2014, he sold Morphine in the vicinity of a juvenile. Judge James E. Barber sentenced Mr. Dickey to prison for 24 months and ordered him to pay restitution of $270, and suspended his driver’s license for 5 years.
Blake O’Brien, 48, of Delta, OH, previously pled guilty to Improperly Handling Firearms in a Motor Vehicle. On August 1, 2015, he transported loaded firearms that were accessible to him. Judge James E. Barber sentenced Mr. O’Brien to prison for 12 months.
Four individuals were sentenced on December 9, 2015, in the Fulton County Common Pleas Court according to county prosecutor Scott A. Haselman.
Dale Silveous Jr, 22, of Delta, OH, previously pled guilty to Reckless Homicide, in connection with the October 22, 2014 death of Matthew Knierim. He also pleaded guilty to Trafficking in Heroin. Judge James E. Barber sentenced Mr. Silveous to prison for 30 months for Reckless Homicide and 11 months for Trafficking in Heroin, said sentences to be served concurrently, for a total prison term of 30 months, and ordered him to pay restitution of $3,891.66 to the victim’s family, and suspended his driver’s license for 1 year.
Shaelyn Mock, 36, of Bryan, OH, previously pled guilty to Attempted Passing Bad Checks and Failure to Appear on Personal Recognizance Bond. On August 5, 2007, she attempted to pass a bad check and then on August 11, 2008, she failed to appear in court for a pretrial conference. Judge James E. Barber sentenced Ms. Mock to 1 year of community control and ordered her to pay prosecution costs, stay out of bars/taverns, not possess or consume alcohol, abide by an 11:00 PM to 6:00 AM curfew, serve 14 days in CCNO with credit for time served, be assessed by Recovery Services of Northwest Ohio for drug and alcohol treatment, and successfully complete all treatment. Failure to comply could result in Ms. Mock spending 7 months in prison for Attempted Passing Bad Checks and 180 days in CCNO for Failure to Appear on Personal Recognizance Bond, said sentenced to be served concurrently for a total prison term of 7 months.
Aaron Kovar, 34, of Delta, OH, previously pled guilty to Burglary. On July 3, 2015, he forced his way into a garage with the purpose to commit a crime. Judge James E. Barber sentenced Mr. Kovar to 2 years of community control and ordered him to pay a $1,000 fine, have no contact with the victims, say out of bars/taverns, not possess of consume alcohol or any illegal substances, successfully complete the SEARCH program and all recommended aftercare, and pay restitution of $2,415.95 to one of the victims. Failure to comply could result in Mr. Kovar spending 2 years in prison.
Ariel Wilkes, 26, of Toledo, OH, previously pled guilty to Permitting Drug Abuse and Attempted Trafficking in Heroin. On July 11, 2014, she attempted to sell heroin. Judge James E. Barber sentenced Ms. Wilkes to 2 years on community control and ordered her to pay restitution of $540.00, jointly and severally with co-defendant James Pirtle, have no contact with co-defendant, be assessed for drug treatment, pay a $1,000 fine, serve 10 days in CCNO, to be served over 90 days, and suspended her driver’s license for 6 months, with privileges for church, work, probation meetings, and counseling. Failure to comply could result in Ms. Wilkes spending 180 days in CCNO.

FULTON COUNTY SHERIFF
Sheriff Roy E. Miller announces that the Fulton County Sheriff’s Office is conducting a Traffic Enforcement Blitz, designated Christmas/New Year Eve Blitz. This Blitz started on December 11 and will run through December 31. Deputies will be working various hours and locations around Fulton County and they will be looking for impaired drivers and violations associated with impaired driving. Sheriff Miller and his deputies are dedicated to protecting the citizens of Fulton County and the motorists who travel its highways. These Blitzes are being funded from a grant that was awarded to the Fulton County Sheriff’s Office from the Ohio Department of Public Safety. The grant pays for extra patrol to enforce traffic laws that will increase the safety of motorists on the roadways in areas that are prone to a higher number of serious and fatal crashes.
