The Williams County Commissioners held their regular meeting on Thursday, February 12, 2026, to pass several resolutions while awarding the bid for the Durham Estates sewer improvements project.
The meeting began at 10:00 a.m. following a monthly meeting held at Hillside Country Living. Commissioner Vice President Bart Westfall and Terry Rummel were in attendance.
The minutes from the February 10, 2026, meeting were accepted along with the agenda as presented. The payment of bills was also approved.
Project #2-2026, Durham Estates storm sewer improvements, was officially awarded to Dangler Excavating, LLC. The County Engineer Todd Roth submitted his letter of recommendation for the project on February 11, 2026.
Dangler Excavating was chosen out of nine submitted bids and was noted to be the most cost-effective, with up to a $100,000 difference.
An addendum to a previously accepted contract between Job and Family Services (JFS) and OhioMHAS-Eastway Corporation was passed.
Initially, the total cost of the IV-E contract was set at $5,000. An increase of $10,000 was approved for additional funding. All other aspects of the contract remain the same.
Commissioners then authorized the Regional Planning Commission to apply for an Ohio Department of Agriculture “Comprehensive Land Use Planning” grant. The program grants up to $50,000 with a 10% local match.
The existing Williams County Comprehensive Land Use Plan was adopted in 1988 and is outdated. An updated plan is said to “help balance economic development pressures with the priority of preserving prime farmland in the rural sector of the county.”
Dennis Miller of the Maumee Valley Planning Organization (MVPO) was approved to act as Planning Director.
An Equitable Sharing Agreement was submitted on behalf of the Williams County Sheriff’s Office by Sheriff Thomas Kochert. This involves the annual certification report and was accepted by Commissioners. The resolution noted that the equitable sharing funds balance from the Department of Justice is $14.99.
An agreement between the Williams County EMS and Parkview Bryan Hospital was accepted to provide transportation services. The term is set for two years, beginning on January 1, 2026, and ending on December 31, 2027.
An executive session was held at 10:17 a.m. for the purpose of discussing employment with Sarah Stubblefield. The meeting adjourned immediately afterward.
