The York Township Trustees held their meeting on Wednesday, April 22, 2026. Chairman Mark Jones called the meeting to order at 3:30 p.m., with trustees Jones, Amy Trowbridge and Joe Howard present.
Also present were Fire Chief Jeremy Gillen, Assistant Fire Chief Jon Gillen, Fiscal Officer Janelle DeBacker and Assistant Fiscal Officer Penny Jones. Guests included Mayor Allen Naiber, Sean Smith, Dan Timpe and Hudson Timm of TrioTech IT Services.
The meeting began with a presentation from Timm, who discussed hardware and software support services offered by TrioTech IT Services.
A quote was provided for recommended updates, and officials noted the services would be in addition to those required for HB 96 compliance.
The fire report followed next, with Gillen reporting that windows on the west side of the EMS building are rotted and need replaced.
Trustees approved the purchase of replacement windows, hardware and supplies, along with reallocating $1,000 within the General Fund to cover costs beyond the general repair fund.
Gillen then reported that the township had received a VFA grant agreement for $9,904.99 toward a skid unit.
Trustees approved purchasing the skid unit, which was priced at $26,575, using the grant funding. They also approved reimbursing two employees for prescription lenses needed for fire mask inserts.
Gillen reported that expired turnout gear, including 10 helmets and 20 sets of gear, was donated to an organization that will forward the items to firefighters in the Dominican Republic.
He also reported that another grant request was submitted with Swancreek Township for turnout gear, and that the department recently responded to a house fire on Road H caused by a lightning strike.
Assistant Fire Chief Gillen then reported that the spare ambulance is back and that the Stryker monitoring system has arrived for trial use. He also noted that several entities are considering the possibility of billing for EMS runs instead of having the county handle billing.
The road and bridge report followed, with Tyler Baun reporting that two lots of radios sold on GovDeals for $933. A manlift is also being rented for $855 to trim trees in the park and repair the fire station eavestrough.
Baun also discussed needed repairs to the newer plow truck and recommended moving the better plow to that truck before selling the older truck.
The Financial Committee then discussed EMS funding options and private billing for runs. Officials noted their understanding that the county commissioners intend to reduce EMS funding from $750,000 per year to $700,000 per year.
Trustees were encouraged to speak with commissioners about possible options, including increased county funding, county operation of EMS, or the township taking over EMS operations and billing.
Trustees also approved updates to the park pavilion reservation policy and park rules and regulations. During the fiscal officer’s report, DeBacker reported that second quarter fire service payments had been received from Swancreek and Pike townships.
The board then completed reorganizational motions. Jones was named chairperson of trustees, Trowbridge was named vice chairperson, and several committee and representative appointments were approved, including Howard as supervisor of Road and Bridge employees and the township’s 2026 representative for Fulton County Regional Planning.
Trustees next approved the April 8, 2026, meeting minutes, payment of warrants and electronic vouchers presented, and purchase orders and blanket certificates presented.
The board then entered executive session at 4:47 p.m. to discuss employment and compensation of employees. Trustees returned to regular session at 6:08 p.m., with no action taken. The meeting was adjourned at 6:09 p.m.
