Pioneer Village Council Hears Details Of Upcoming Kaleb McLaughin Memorial Ride

The Pioneer Village Council Meeting began with the Pledge of Allegiance, Meeting Called to Order by Mayor Kidston.
Ride To Remember, Mayor Report:

●Friday July 9, 2021 at 6:30 PM kicks off the Ride to Remember, in honor of Kaleb McLaughlin, starting with the Hometown Hero Parade.

●Saturday July 10, 2021 – Location: Downtown Pioneer, Ohio – 11:00 AM Bike Registration. 12:00 PM Memorial Butterfly Release. 12:30 PM Biker Blessing and 1:00 PM Kickstands Up – $20.00/Bike.

●5K Tracksters for Team Tiffanie – Registration @ 7:00 AM. Fun Run @ 8:00 AM. 5K Race @ 8:15 AM.

●9:00 AM – 3:00 PM: Blood Drive and Silent Auction

●11:00 AM – 4:00 PM: Food Vendors – Eicher’s Subs and Tropical Freeze. Free 4 the Kids: Inflatables.

●6:00 PM: North Central School – ProEdge Bull Riding

●9:00 PM: Bicycle Give-a-Way

●At Dark: Fireworks

●Sunday AM July 11, 2021: Community Church Service followed by Free Food at the Community Center.

Agenda, Minutes, and Financial

Motion to Approve the Agenda (Corrections or Additions) – Approved

Approve Payment of Pioneer Hometown HDWR Invoice for – April, $1209.04 – Approved

Police Report – Statistics from April were presented. Update on nuisance violations – of the 35 violations, they have been addressed. Many of the inoperable vehicles have resolved, removed, or fall under the COVID exemptions, many of those in violation were given a copy of the vehicles in question and were given 10 days to comply.

A council member asked about policy updates among the officers to receive state funding. The Pioneer officers take daily trainings which include scenarios as well as questions to help keep them informed of practices and methods, which is part of Lexipol (law enforcement policies) The first few stages of the policy requirements that the state is asking that they do.

Fire Report – The Fire Dept. had 24 runs since the last council meeting. Costs presented of equipment replacement. Mayor Kidston asked if the SCTA’s are a state or a public bid. The distributors of safety equipment in the Northwest Ohio area are mostly territorial. Because of the cost it will need to be verified whether it is state or public bids.

The bill is $155,007.61 and the mayor asked for a motion for the village administrator to proceed with this purchase in a legal fashion whether that is getting additional quotes, bids, or state purchase – Motion Approved.

Council approval is needed for Jason Singer for probationary firefighter. Singer went through the Explorer Program a few years ago and he’s put in the time and is settled in – Approved.

Administrator Report: The resurfacing project has been temporally put on hold to due the grinding machine not being available. Large trash pick up went well with $2478.00 worth of scrap turned in. The State St. Project is close to completion.

Fiscal Officer Report: April McMillen reported that decades-old Administrative/Governmental/Historical books are being taken to the Williams County Records Department in Bryan.

They are being scanned, page by page onto a flash drive for preservation. It will be decided at a future time as to how to further preserve this historical information from the flash drives.

Ordinances: 17-2021 – an ordinance attending appropriations for 2021 and declaring an emergency – Suspend/Pass.

Mayor Kidston exited the meeting prior to Executive Session.
