FULTON COUNTY COMMISSIONERS: Board Approves Budget Adjustments; Senior Center Staffing

The Fulton County Commissioners gathered for their regular session on the morning of July 31 inside the session room at 152 South Fulton Street. With both Jeff Rupp and Jon Rupp in attendance, the meeting began promptly with the Pledge of Allegiance, followed by an opening prayer and roll call.

Kicking off the agenda, the board approved the minutes from their previous meeting held on July 29th, along with the day’s agenda, which passed without any amendments.


A series of financial decisions followed, starting with the approval of Resolution 2025-501, which adjusted appropriations across several departments.

The Real Estate Assessment office received an increase of $118,000 to support a county-wide flyover project.

According to correspondence from Fiscal Operations Director Annie Hernandez, the funds will be used for contract services necessary to complete the effort.

In a separate request, the Board of Elections was granted $7,105 to purchase computer equipment, using grant funds provided by the Ohio Secretary of State for security enhancements.


To help balance the changes, an $8,500 reduction was made from the Auditor’s internal services budget.
Personnel matters also came before the board. Commissioners approved a staffing request for the Fulton County Senior Center, replacing a previous resolution that was rescinded during the meeting. The changes are expected to better align with the center’s current operational needs.

Attention then turned to county infrastructure. With construction projects continuing across the region, the board approved a group of contracts for the second half of the 2025 season.

The agreements, identified as Contracts 2025-63 through 2025-65, secure aggregate materials, such as gravel and stone, needed for roadwork and other maintenance efforts.

The commissioners also passed a resolution allowing the Veterans Service Office to dispose of property that is outdated, unneeded, or no longer fit for use. The session wrapped up with approval of routine purchase orders and travel requests submitted by various departments.


A brief presentation was delivered by Toni Long of the ADAMhs Board before the meeting was adjourned around 9:45 a.m.
