Bryan City Council met on Monday, November 17. Council President Mary Leatherman called the meeting to order at 5:30 p.m. The meeting began with the Pledge of Allegiance, followed by a motion to excuse council member Richard Hupe.
The motion passed, and roll call was taken with members Jim Kozumplik, Steven Alspaugh, and John Betts in attendance. Mayor Carrie Schlade and Clerk-Treasurer John Lehner were also present.
The first agenda item was the approval of the minutes from the previous meeting on October 20. The motion was made by Kozumplik and seconded by Betts. The motion was approved by all members.
With no public concerns raised, the second item was the clerk-treasurer’s report, presented by Lehner. Lehner provided a brief, customary report.
The financial reports through October 31 were provided to the council. The motion to approve was made by Kozumplik and seconded by Alspaugh. The motion was approved by all.
The agenda quickly moved into several ordinances. The majority of the ordinances concerned mutual aid agreements for the fire department.
First was Ordinance 54-2025 to authorize the mayor to enter a contract on behalf of the fire department. The contract is for mutual aid protection services to Pulaski Township for 2026.
Chief Doug Pool informed council that the contract will be for $49,500. The motion to suspend and approve was passed by all members.
Ordinance 55-2025 also authorizes the mayor to enter a similar mutual aid contract with Jefferson Township in 2026. Again, Chief Pool explained this would provide fire protection for approximately one-third of the township for $12,000.
The final fire-related ordinance, 56-2025, approved a mutual aid contract for Hillside Country Living, Opdycke Park, and the Williams County Park Building covering 2026 and 2027. Both Ordinances 55 and 56 were passed unanimously after a motion to suspend the rules was passed.
The next ordinance, 57-2025, authorizes the clerk-treasurer to issue Change Order No. 1 and final for the 2025 Street Improvements of Blakeslee Avenue project. The project has increased by $7,009.85, largely due to a gas line relocation, which led to sidewalk and curb replacement as well.
The motion to suspend was made by Betts and seconded by Kozumplik. The motion to approve was made by Kozumplik and seconded by Alspaugh. Ordinance 57-2025 was passed by all members.
The final ordinance on the agenda was Ordinance 58-2025, authorizing the mayor to enter into a contract with S & S Directional Boring LTD for the 2025 Lincoln Park Sanitary Sewer Improvement project at $512,342, under the $530,000 estimate.
The suspension motion was made by Alspaugh and seconded by Betts. The approval motion was made by Kozumplik, seconded by Betts, and approved by all members.
The last item on the agenda was appointments to the WEDCO Board. Mayor Schlade presented herself and Mari Ivan as appointees to the WEDCO Board, both currently serving on the board. Betts made the motion to approve the appointments, and Alspaugh seconded, with all members approving.
The final motion, to adjourn, was made by Alspaugh and seconded by Kozumplik. All members approved, adjourning the meeting at 5:38 p.m.
