The Board of Trustees of St. Joseph Township, Williams County, Ohio, met in regular session on Tuesday, May 26, 2026, at 6 p.m. at the township hall.
The following were present: Trustees Roger Muehlfeld, Cade Lalonde, and Kip Pahl, Fiscal Officer Jodi Radabaugh, and Road Supervisor Mark Krill. Muehlfeld called the meeting to order and led the Pledge of Allegiance.
The April regular session meeting minutes were approved with no additions nor corrections. The bank reconciliation and purchase orders were reviewed and signed.

Lalonde made a motion to pay the bills; Pahl seconded the motion.

OLD BUSINESS
The township has all required paperwork from Ward Construction, Inc. for the chip/seal project.
A quote has been received from Gaskill Construction, with two more to come from Thiel’s Construction and Gary Meyer for the Salt Barn Project; the trustees placed cones in the vicinity where it will be located to see if the size is satisfactory.
There was no report on the Joint Meeting with the Village of Edgerton and Maple Grove Cemetery boards.
The trustees decided not to add Krill as an affiliate member of the OTA as there is no benefit to doing so.
The 2024/2025 audit should be coming to a close per the auditor.
The township will be receiving an updated Amended Certificate of Estimated Resources from the Budget Commission after their 6/1 meeting; the previous one was approved for the incorrect cemetery fund.
NEW BUSINESS
The board signed a sympathy card for former Trustee Richard “Butch” Moffett who recently lost his wife.
If Hicksville Bank is bought out by a credit union, the township will move its monies to The State Bank. This is expected to be completed in the fourth quarter per Danielle Tanner of The Hicksville Bank.
The board reviewed first quarter fire run reports.
There was no report about the WCTA quarterly meeting as no one could attend. Per Pahl, Stafford Gravel has reserved 12 tons of stone for the chip/seal project.
Radabaugh is working on a fraud policy and an equipment disposal policy.
The township’s Cyber Security Policy was passed last September, but Radabaugh is working on getting an IT vendor to help with putting it into action. OPERS is offering life insurance.
The board reviewed FirstEnergy’s Summary of Proposed Electric Service Rates.
MAINTENANCE
The board reviewed an email from ODNR Wildlife Area Coordinator Sam Beutler, who asked to install gravel/stone parking lots in the Fish Creek wildlife area on CR 3 and CR D-50.
The only concern expressed was the need to install a large enough driveway pipe. Muehlfeld made a motion to allow ODNR to install the parking lots. Lalonde seconded the motion. Motion passed.
Krill was given a flyer for the county’s hazardous waste recycling day on June 23.
The new John Deere disc mower has been delivered. Radabaugh will follow up on getting the invoice.
Pahl reviewed the quotes for a flashing sign/beacon to be placed ahead of the stop sign at the corner of CR C-75 & CR 5. Muehlfeld made a motion to purchase the sign/beacon; Lalonde seconded the motion. Motion passed. Pahl will take care of ordering it.
There are currently three culvert projects that Armstrong Backhoe will be working on for the township.
Pahl contacted the County Engineer’s office and has yet to hear back regarding a bridge washing out at CR 4 and CR E-75.
CEMETERY
The new fee schedule and Farnham Cemetery Rules and Regulations were delivered to Krill Funeral Service. Mike Krill reinterred the Jennings baby May 5.
With no further business, Muehlfeld made a motion to adjourn the meeting; Pahl seconded the motion.
