WILLIAMS COUNTY COMMISSIONERS: Commissioners Advance Roundabout Project, OSU Levy Renewal

The Williams County Board of Commissioners approved a long list of resolutions at their Thursday, June 25, 2026, session.

A consultation agreement for a roundabout located at County Roads 13 and G and ongoing development near Exit One were discussed.

After starting the morning with an executive session for employment discussion, the Commissioners moved into open session at 9:30 a.m. President Scott Lirot, Bart Westfall, and Terry Rummel were in attendance.

Commissioners approved a consultant agreement with Mannik & Smith Group to continue engineering work for the planned single-lane roundabout at the intersection of County Roads 13 and G.

The agreement, valued at up to $674,961, will be funded primarily through the Ohio Department of Transportation. ODOT will cover 90% of the project cost, with the county only responsible for the remaining 10%.

Two easement agreements related to the Exit One Wastewater Treatment plant were passed.

One agreement was entered into with Mid-Toll, Inc., while the second provides continued access to the facility through property owned by Agree Convenience No. 1. This is to help commercial development continue near the Interstate 80/90 interchange.

The Board also approved a resolution specifying the distribution of revenue from the county’s “Turnpike Development Incentive Tax Increment Financing District.”

Under the resolution, $51,161 will be distributed annually for five years to the Northwest Water District to assist with debt payments owed to the Ohio Water Development Authority for infrastructure improvements.

An additional $20,000 per year will be directed toward repaying Williams County for infrastructure costs previously incurred on behalf of the Northwest Water District until the outstanding balance has been paid.

As part of the preparations for the November 2026 General Election, Commissioners approved a Resolution of Necessity requesting the Williams County Auditor certify the estimated revenue generated by a proposed 0.4-mill renewal levy supporting the Ohio State University Extension programs.

The OSU Office, located in the East Annex, offers a range of services to the community, including things like educational support for farmers, 4-H programs, and nutrition education.

The five-year renewal levy would continue funding educational programming relating to agriculture, natural resources, and 4-H if approved by county voters in November. There will be no increase in what the levy collects, and it will remain as normal.

Commissioners also accepted the annual tax amounts and rates as certified by the Williams County Budget Commission and authorized the required tax levies to be certified to the County Auditor Vickie Grimm. This is a routine resolution passed yearly.

An agreement was also approved allowing the Williams County IT Department to provide information technology services to the Maumee Valley Planning Organization beginning July 1, 2026. Their services will be offered to help other municipalities and small governments in the area.

Sanjan

An updated residential real estate purchase agreement passed involving property owned by Crossed Rifles, LLC. The county originally approved the $80,000 purchase in September 2023 for several lots located along North Main and North Lynn Streets in Bryan.

Since then, the closing date has been extended multiple times while the parties worked to obtain a clean title. Commissioners approved another updated purchase agreement establishing a new closing date of July 30, 2026.

Several contracts were approved on behalf of the Williams County JFS Department. This included three IV-E contracts as follows:

-An agreement with Richmeier Therapeutic Home for child placement, $22,000.

Black Swamp Equipment

-An agreement with Richmeier Therapeutic Home for child placement, $174,000.

-An agreement with OhioMHAS for child placement, $5,000

Lastly, a one-year agreement with Central Ohio Youth Center Community Residential Center was approved to secure residential treatment services for chronic juvenile offenders. The offenders will be referred through the Williams County Juvenile Court.

With no further business, the meeting adjourned at 10:26 a.m.
