The Bryan City Council met for October on the 3rd at 5:30 p.m. Councilors John Betts, Richard Hupe, Jim Kozumplik, Mary Leatherman, and Judy Yahraus answered roll call, and Mayor Carrie Schlade and Clerk Treasurer John Lehner were also present.

After the pledge of allegiance, council approved the minutes from the September 18, 2023 meeting as presented, moving then to approve an ordinance amending the city codes to meet the provisions changed in state codes.

Then approved was an ordinance providing for funds to be transferred for the fiscal month ending on October 31, as well as an ordinance declaring an emergency for annual appropriations for the fiscal year ending on December 31, 2023.

An ordinance then terminating a master lease purchase and sublease purchase agreement was approved.

This regarded the financial agreement between Fifth Third Bank and Community Hospitals and Wellness Centers for the financing of their substantial renovation.

An ordinance was then approved extending the same benefits afforded to public employees on military leave to the employees of the City of Bryan, and then an ordinance allowing for the posting of bids on a restroom for the Lincoln Park Inclusive Playground was approved.

Police Chief Greg Ruskey then shared the details around a $2,500 donation made by the Bryan Fraternal Order of Eagles for equipment purchases before council voted to accept this donation, thanking the Eagles for their continued support.

Chief Ruskey then shared the need to test for a full-time dispatcher, as one is scheduled to retire in the middle of the month. The request to test for the position was approved.

A building permit was then approved for a 1,120 square foot addition to the property at 730 East South Street owned by ITW Tomco.

Mayor Carrie Schlade then shared that the Bryan Bicentennial Celebration, originally postponed due to the pandemic in 2020, is scheduled to be aligned with the date Bryan was officially chartered, leading to the Bryan Bicentennial Celebration to be set for the weekend of April 19, 2024.

Mayor Schlade shared that Spangler Candy Company is attempting to put Bryan on the map, this time with their wonderful Dum-Dum water tower.

Tank of the Year voting is currently happening, and Spangler Candy Company needs our help. Anyone anywhere can vote, it is verified via email, with each person only getting one vote. Fire Chief Doug Poole shared that leaves are not to be burned, and Street Commissioner Tyson Engstrom shared that residents should put their leaves out along the edges of the street, making sure to keep sticks separate and leaves as close to the gutter as possible.

Commissioner Engstrom also shared that, weather permitting, leaves should be swept up on a near weekly basis.

Council then reminded everyone that Thursday October 19 and Friday October 20 will see fall trash drop-off at the Streets Department center on Townline Road from 1-7 p.m., and Saturday October 21 from 8 a.m.- noon. There will be a front-end loader for heavy items.

Council then thanked the Eagles, Tomco, and Spangler Candy Company for their investments and continued support.

Councilor Betts then gave his sincerest condolences to the Isaac family for the recent passing of Butch, as well as thanked the Isaac family for their exemplary passion of making Bryan a better place for the past few decades.

Councilor Yahraus commented on how wonderful the groundbreaking ceremony for the Lincoln Park Inclusive Playground was, sharing how exciting it will be to see activity in the area once again.

Councilor Hupe reminded everyone to vote for Spangler Candy Company at www.tankoftheyear.com before council adjourned at 5:54 p.m.
