Following prayer and the Pledge of Allegiance at the Delta Village Council held on Monday, December 7, 2020, with all members present, council voted to approve:
•Minutes of the November 16, 2020 meeting
•Third Reading of Ordinance 20-31 Establishing salaries and wages for full time employees of Delta
•Third Reading of Ordinance 32 Authorizing village administrator to dispose of certain surplus property not needed for any municipal purpose
•Third Reading of Ordinance 33 Providing for the compensation of part time and seasonal employees of Delta
•Second Reading of Ordinance 35 to increase the water service tap fees for the Village of Delta amending section 931.13 of the codified ordinances
•Second Reading of Ordinance 36 to modify and adjust the sanitary sewer connection fees for the Village of Delta amending section 921.03 of the codified ordinances
•First Reading Ordinance 37, with Emergency Provisions to supplement ordinance19-15 to make supplemental appropriations for the current expenses of the Village of Delta for the fiscal year ending December 31, 2020 and declaring an emergency
•First Reading Ordinance 38 with Emergency Provisions to award the contract for residential refuse and garbage collection and disposal for 2021-22 and declaring an emergency
•First Reading Resolution 20-25 with Emergency Provision Authorizing the village administrator to execute agreement with Fulton County Emergency Management Agency for Services in 2021
•Payment of invoices
In Correspondence Mayor Bob Gilbert shared a letter from Fulton County Emergency Management Agency alerting council of the need to appoint a Board member from elected officials and Chad Johnson has agreed to be the Delta representative. Council voted to approve his appointment. Johnson thanked them and Mayor Gilbert read the summary of what the EMA does.
Village Administrator Brad Peebles requested that Council determine how to handle this year’s Christmas gifts for all employees, suggesting $100 gift certificates to Delta businesses as in the past they have given a $50 gift certificate and taken them all out for dinner. Council approved his recommendation to raise it to $100 since going out for a meal is not recommended this year with the pandemic.
Council also approved his request that Holiday Hours for the office be set for the employees to have off a four day weekend, from December 24-27 as their paid holiday. Peebles also reported that he and Mayor Gilbert met with Delta school officials approximately three weeks ago, to discuss the position of the Delta Village Council regarding the future use of the CRA (Community Reinvestment Area) tax abatement program. Part of the conversation was about the position of its status with changes in administration, with two new council members and a new mayor.
They felt it was appropriate to revisit this in a council meeting and ask Council to vote to support or to modify to something other than the pre-94 status. He recommended they maintain it as it is attractive and helpful for growth. Johnson said, as one of the new members, he feels they should maintain the program as it is. Mike Tanner agreed that as a new member he gives it his support as well.
Peebles thanked them and said that the school wanted to be sure of their position. He asked for a motion to let the school know that they all stand together, and council made the motion and approved it.
Peebles also mentioned an email with the language proposed by Attorney Colin McQuade’s office concerning the open lot at the corner of Monroe and Main. The village will allow the purchaser to put in a parking lot. He feels that additional parking will not be needed, but in the future it would be allowed as needed as a private lot for Open Door.
Council member Lynn Frank asked if they could put off a decision until later as she would like further discussion and information. Councilman Dawson said he would like to have some more questions answered as well and that he is concerned about changes that will happen if they sell it. Peebles asked if they could determine before December 21 so they can make a decision at that meeting.
Peebles was asked why the water levels are low at the reservoir and he responded that with additional rain they will be able to increase the number of gallons per day. He assured them that they are not losing ground. Councilman Tony Dawson asked if the fire hydrants will be up an running again soon and Peebles said that they will be replaced in the new year.
