DELTA VILLAGE COUNCIL: Unspecified, Significant Changes Coming To Delta Village Budget

Significant changes to Delta’s 2024 budget topped business proceedings during the Delta Village Council meeting last week.

Speaking to the council, Village Administrator Andy Glenn said “a lot of changes need to be made” to the village budget, the final version of which needs to be passed by the end of March.

“There are things that are going to be affecting the general fund that we are currently investigating that will be released, we’re just not ready to release those yet, but they’re going to have an impact on the general fund,” Glenn said after the meeting.

“And I’m not trying to hide something, it’s just that we want to make sure we have everything exactly right when we do bring it out.”

Those changes that were discussed during the meeting was what Glenn called a desperate need for vehicles. Specifically, he noted that public works needs two vans with toolboxes, the sewer plant needs a vehicle, and the street department needs a short bed one-ton frame and chassis.

Glenn said he has found two appropriate new vans at a dealership in Akron for $56,000 each – $1,000 less than the used ones he found were going for at auction. The sewer plant vehicle is expected to cost $25,000 and the street department vehicle another $30,000.

“We do have the money in the capital budget,” he said. Glenn also spoke on a resolution authorizing credit cards to be obtained for the department heads, largely for paying training expenses.

Currently only Glenn and the interim finance director have credit cards which must be physically borrowed from them any time the department heads need to use them.

The resolution did not make any changes to the actual authorization of expenses.

The council gave final approval on first reading for both the vehicle appropriations and the credit card authorizations on an emergency basis.

The council also passed a resolution altering the village’s holiday pay policy to clarify that temporary and seasonal workers – whom Glenn said are never utilized for holiday work hours – are not eligible for holiday pay, and that permanent part-time employees will receive time and a half for any holiday work under eight hours and double time for any hours beyond that amount.

The next meeting of the Delta Village Council will be held at 5:30 p.m. on Monday, February 5.
