EDGERTON VILLAGE COUNCIL: Police Officer Promoted; Village Golf Cart Policy Discussed

Following roll call, Pledge of Allegiance, prayer and approval of the minutes for the previous meeting, Mayor Bob Day invited Sgt. Matthew Krill and his family along with new Police Chief Gary Plotts to the front of the room.

The Mayor thanked him for “stepping up and helping us through some difficult times.” They promoted him to Captain and Chief Plotts said that even though they just met, he is grateful for all that Krill has done and is doing to help him get settled into his new position.

Plotts also thanked Krill’s family for sharing their husband and dad with the community. Alicia, his wife, pinned him, while their children Nathan, Abigail and Elijah watched. Mayor Bob Day then read his State of the Village address to the council. (Published here separately)

Edgerton Village Administrator Dawn Fitzcharles and council member Leslie VanAusdale were on speaker phone for the meeting. Council member Pam Wampler was also not present, but with a quorum the meeting continued.

Fitzcharles reported that a preconstruction meeting was scheduled for the Laubach Drive drainage improvement project and residents will be notified when the construction will begin around their area.

The Water Tower project is at the tail end of the Design Phase and they will bring it to council in February or March for approval to take it out to bid. She has found another source of funding for that project and will be meeting on Monday, January 24, 2022 to discuss that.

They will be taking the Oak St. Sidewalk Project out to bid around the beginning of April and hope to see that being done this summer. Also, she has been in discussions about the Building Assessment/Asset Management plan and she plans to have that at the next council meeting for approval.

Denise Knecht, Fiscal Officer, reported that they are working on the W-2 and 1099 paperwork in the office. She handed out the credit card statement and quarterly review for approval and council voted to approve her report and to pay the bills.

In Legislation, council voted to approve:

-Resolution 2022 Volunteer Firefighter’s Dependents Fund Board Members

-Professional Service Agreement with Poggemeyer Design Group for installation/replacement of sidewalks on east and west side of Oak St.

-Re-Plat of Lots 1&2 to Lot 1 original Plat of Al-Pine Hills, as recommended by Planning Commission

Council member Jason Gruber stated that he has been approached twice about the golf cart policy in the village, as to whether it applies to ATV Side by Side type vehicles.

Following a discussion involving council members, Administrative Assistant Amanda Herman and Police Chief Gary Plotts, it was agreed that as owners are allowed by law to get them licensed at the BMV, they are also allowed to drive them in the village.

They must follow all the laws of driving any licensed vehicle, including must be a licensed driver to operate, babies and little ones should be in a car seat, and lights, blinkers, mirror and seat belts are required.

Council member Sharon Blinzler said that someone had approached her about a neighbor’s dogs using their yard as a bathroom, so she was asking what to tell them.

Chief Plotts said they are dealing with it and it is resolved as of now, but if it continues, they will be approached by the police department for trespassing.

Chuck Wallace, council member, gave an update on Cemetery Board and asked to schedule a Cemetery Board meeting with the village and St. Joe Township trustees.

Fitzcharles said that a meeting is scheduled for the first week of May, but Wallace stated that they need to hold one sooner than that, maybe in February. They agreed to check into this.

With no further business, the meeting adjourned at 7:50.
