Edon Board of Public Affairs took up a simple, clear-cut agenda during its regular monthly session held Tuesday, May 13, 2014 in Village Chambers. Mayor Darlene Burkhardt called the late afternoon meeting to order with members Andy Ledyard, Warren Henry, Chip Hulbert, Fiscal Officer Heidi Bidwell and Water/Wastewater Superintendent Chris Decker in attendance.
In business matters presented, members:
•Discussed the current Water Tower Maintenance Contract; further evaluation regarding emptying the tower for inspection and interior and exterior painting was tabled until next month.
•Reviewed quotes before approving the purchase of new lattice fencing from Strait-Line Fencing for twenty-seven hundred dollars; front and corner additions to the current chain link fence will afford additional privacy around the Wastewater Treatment Plant.
•Noted purchase of the 3.4 acre Yoder property bordering the Wastewater Treatment Plant had been finalized and paid for (sixteen thousand dollars); 1.8 tillable acres will be farmed by Larry Meyers.
•Tabled further discussion to possibly replace the Village’s Water/Wastewater Department truck this fall. Posed for consideration by Superintendent Decker, a half-ton or three-quarter-ton Heavy Duty truck would better handle the weight of equipment, etc. needed on the job. The State’s Purchasing Program and lease options will be researched before a final decision is made.
•Learned in addition to daily operations at both the Water Treatment and Wastewater Treatment Plants, Superintendent Decker reported new CL-2 Pumps were working well; the HI Service Pump had been replaced; assistance was provided to residents to address water leaks (on their side); repairs to main waterline shutoff “lids” on West Indiana Street were underway; six residential water services had been restored/shut off; water service was returned to Walz Park after setting the meter and checking all fixtures; Wastewater Treatment Plant blowers were serviced and new check valves ordered; clogged sludge troughs were opened; tanks were pumped for the summer CL-2 feed during the last week of April and sludge samples had been sent to the lab. He also shared his Water I licensing test was slated for the end of May.
•Heard Artesian of Pioneer had replaced the Water Treatment Plant’s pump inlet manifold and MSI Environment ~ Mike’s Sanitation had been contacted to remove sludge from the Wastewater Treatment Plant.
•Were informed of Poggemeyer Design’s suggestion to install monitors in problematic manholes (Lane Street, Bunny Lane, et al.) as a way to investigate infiltration issues (groundwater entering the sanitary sewer through defective pipe joints, broken pipes, etc.); Superintendent Decker will contact companies on rental and purchase costs.
•Accepted the Minutes, Financial Report and Bills as presented.
•Signed the Shut-Off List.
