The Edon Village Council met Monday, Aug. 17, at 6:30 p.m. for its regular council meeting.
Attending were council members David Loughborough, Jeff Pease, Lee Lawrence, Dan Ankney and Brian Shaffer; Village Administrator Chad Ordway; Fiscal Officer Heidi Bidwell; Mayor Duane Thiel; Police Chief Tom Szymczak; and Solicitor Tom Thompson. Aimee Bell was absent.
Council reviewed the minutes from the previous meeting. A motion to approve the minutes was made by Pease and seconded by Ankney.
During communications, Bidwell announced that the village offices would be closed Monday, Sept. 7, in observance of Labor Day.
Szymczak reported that Edon Days went well. He requested an executive session to discuss safety and security concerns.
He also reported that he had researched village ordinances regarding e-bikes and scooters, which could be discussed with the safety committee.
No updated committee reports were given for safety, parks, cemetery, finance or zoning.
Ordway provided updates on village operations and public works projects. Paving by the Ohio Department of Transportation (ODOT) was scheduled for the following morning.
Parking lot improvements had also been completed at Walz Park, including grinding work. Hydrant flushing is scheduled for Sept. 14-18.
Under old business, council conducted the second reading of Ordinances 08-26 and 09-26, revising the village’s water and sewer flat rates. A motion to approve was made by Lawrence and seconded by Loughborough.
Under new business, Resolution 04-26, declaring the necessity of an additional cemetery levy, was considered. A motion to suspend the rules was made by Lawrence and
seconded by Ankney. The resolution was then approved, with Ankney making the motion and Shaffer seconding.
Council also revisited a memorandum of understanding agreement that had been tabled during the February 2026 meeting. The agreement was considered for approval as Ordinance 10-26.
The meeting adjourned at 6:45 p.m. for an executive session to discuss land acquisition and safety and security.
Following the executive session, council approved allowing Ordway to sign a Memorandum of Understanding (MOU) between the Toledo-Lucas County Port Authority and the Village of Edon for the purchase, lease and development of real estate.
The property is located east of the village and became available following the passing of John and Marilyn Toner.
