The Fulton County Commissioners met for their regular session on Tuesday, April 14, 2026, and Thursday, April 16, 2026. The meetings opened with the Pledge of Allegiance, an opening prayer, and a roll call, with all commissioners present.
APRIL 14 MEETING
Commissioners first approved the minutes from the April 9 meeting, then approved the agenda and paid bills. They also reviewed dog warden reports for the periods ending March 28 and April 4, along with a certificate from the Republican Party Central Committee to fill a vacancy in the county office.
The board then approved appropriations requests for various departments and reappointed members to various boards and committees for 2026. Commissioners also authorized a county credit card for new Commissioner R.J. Lumbrezer.
Additional action included approval of Contract 2026-39 with Federal Field Services for annual preventative maintenance and inspections of outdoor warning sirens.
Commissioners also entered into Agreement 2026-40 with the Ohio State Historic Preservation Office for a HUD-funded program and Agreement 2026-41 with the Ohio Department of Public Safety, Bureau of Motor Vehicles, for administration of Class D skills tests.
The board also approved two technical assistance agreements with MVPO. One was for the PY24 CDBG Program under Grant 25NR 1AX 25CDBG, and the other was for the amended Lead Safe Ohio Program under Grant LED 2023 202373.
Before closing, commissioners approved policy updates for the Fulton County Senior Center as well as purchase orders and travel requests.
APRIL 16 MEETING
At the April 16 meeting, the commissioners approved the minutes from the April 14 meeting and the day’s agenda.
JOB AND FAMILY SERVICES
Under new business, commissioners reviewed the county share for Job and Family Services for the State Fiscal Year 2027.
Documents presented to the board showed Fulton County’s participation rates at 9.8567 percent for the Medical Assistance Administration and Food Assistance Administration, and 25 percent for the Disability Assistance Program and Administration.
The county’s initial mandated share of reimbursable TANF and income maintenance expenditures for the State Fiscal Year 2027 was listed at $72,941.
BUDGET TRANSFERS
The board also approved appropriation increases and transfers for several departments. That action increased the Senior Center gas line by $4,500 and added $8,950 to professional services for information technology.
Commissioners also approved transfers of $2,000 within the Special Response Team budget, $270 within the Board of Developmental Disabilities budget, and $2,000 within the Dog Warden budget.
CORSA INSURANCE RENEWAL
Later in the meeting, commissioners approved purchase orders and travel requests. They also received an update from Craig Kachmarik regarding the county’s CORSA renewal.
Documents showed the county’s net amount due to CORSA for 2026 through 2027 at $258,016, compared to $237,773 the year before.
Insurance rates have continued to rise in recent years because of inflation, severe weather, litigation, cyber claims, and law enforcement-related losses, but those increases are now beginning to slow, with this year’s rate increase coming in under 5 percent and Fulton County’s increase reported at about 2.99 percent.
Much of the county’s higher overall program cost was tied not to a major rate spike but to increased property values following the county’s 2025 appraisal cycle, which raised insured property values from about $138 million to nearly $160 million.
The presentation also noted that Fulton County was placed in Tier 2 for cyber coverage, giving it $1 million in ransomware and cyber extortion protection, and officials said they plan to follow up on what improvements may be needed to reach the top coverage tier.
The meeting adjourned at 9:18 a.m. The next regular meeting will be held on Tuesday, April 21, 2026, at 9 a.m.
