The Fulton County Commissioners met for regular sessions on Tuesday, May 5, and Thursday, May 7, 2026. During the May 5 meeting, the board opened with the Pledge of Allegiance, prayer, and roll call.
Commissioners approved the minutes from the April 30 regular session before approving the agenda as amended. The board also approved payment of bills and appropriation requests for various departments.
As part of the appropriations action, commissioners approved a $400 increase for gas maintenance at the old maintenance shed.
They also approved a transfer of $28,738.71 from Soil and Water Conservation District rent to rent for March through May 2026, airport storage rent, and second quarter 2026 rent.
Commissioners then awarded the bid for the Robert Fulton Building Roof Project to Damschroder Roofing Inc. in the amount of $137,172.
The recommendation came after bids were received on April 30 and reviewed by Fulton County Maintenance Supervisor David Lantz.
The board also approved purchase orders and travel requests before adding and approving a final resolution entering into Contract 2026- 46 with Rock Solid Landscape LLC for 2026 lawn maintenance. The contract carries a certified amount of $30,000. The May 5 meeting was then adjourned.
Commissioners met again on Thursday, May 7, opening with the Pledge of Allegiance, prayer, and roll call. The board approved the minutes from the May 5 session and approved the agenda for the day.
Under old business, commissioners reviewed a Fulton County Health Department inspection report for the Fulton County Transfer Facility. The inspection, conducted May 1 by Patricia Wiemken, included a records review at 9306 County Road 14, Suite A, Wauseon, and an inspection of the transfer station facility at 9184 County Road 14, Wauseon.
The report stated that no apparent violations were observed during the review of incoming and outgoing materials logs, daily inspection checklists, the contingency plan, or the waste handling area.
The board also reviewed a certificate of noncompliance from County Auditor Brett Kolb, which stated that total appropriations from each fund, taken with all other outstanding appropriations, exceeded the last amended official estimate of resources for the fiscal year beginning January 1, 2026. The certificate listed Fund 6001 at $11,913.
Commissioners also reviewed an amended certificate of estimated resources, the treasurer to auditor balancing report, and the month-end financial report before moving into new business.
The board reviewed Type 2 Annexation Petition 2026-1 involving the Village of Delta.
The commissioners then approved appropriation requests for various departments before entering into two road-related contracts on behalf of the Fulton County Engineer.
Contract 2026-47 was approved with Gerken Paving for the 2026 Asphalt Resurfacing Program, while Contract 2026-48 was approved with Ward Construction for the 2026 Fulton County Seal Coat and Cold Mix Program.
The Ward Construction contract lists a project total of $1,836,730.45, with the actual amount to be paid based on work completed and unit prices included in the proposal.
The contract states that all work is to be completed and equipment removed by September 4, 2026.
Commissioners also approved purchase orders and travel requests before holding the second public hearing for the county’s Program Year 2026 Community Development Block Grant project.
The county is eligible to apply for two Critical Infrastructure Grants, with up to $500,000 available per opening.
Projects under consideration include a West Chestnut Street waterline replacement project in the City of Wauseon, listed at a total project amount of $2,756,300.50 with a proposed CDBG amount of $500,000, and a West End storm sewer replacement project in the Village of Fayette, listed at $279,200 with up to $500,000 in possible CDBG funding. Both projects were identified as benefiting low- to moderate-income populations.
