METAMORA VILLAGE COUNCIL: Council Offers Torbet $32,500 Six-Month Contract Extension

The Metamora Village Council met for its regular session on Monday, May 4, 2026. The meeting opened at 7 p.m. with the Pledge of Allegiance, followed by approval of the April 20 meeting minutes as written. Council also approved payment of the bills as read.

The mayor’s report followed, with council noting that Cheryl Geer and John “6” Linehan had been nominated and approved for placement on the Appreciation Wall in the park in recognition of their service to the community.

Council then approved Mayor Cathy Mossing’s attendance at the Mayors Conference in Columbus on June 24 and June 25. The village will pay $250 for the conference cost, along with approximately $320 for a two-night hotel stay.

Council also discussed a change to the Tree Commission following Megan Brown’s interest in serving. Council member Lee Ann Miller said she would like to step down from her spot on the committee, and council agreed to appoint Brown as her replacement.

Discussion then turned to plans for decorating the village truck for the “Happy 250th Birthday America” parade. The village will look into purchasing an inflatable for the back of the truck and plans to pass out red, white, and blue bracelets during the event.

Under the fiscal officer’s report, council approved the second reading of Ordinance 2026-10, which authorizes designated officials to provide written approval to the Regional Planning Commission for land split requests.

Council also reviewed progress on the Housing Technical Assistance Grant, which was originally due May 31 but has received a 60-day extension. The extension will allow more time for the village to finalize its Comprehensive Plan and zoning updates.

Mossing reported that the village attorney will review the updates and that the village could either wait to pass the new zoning ordinance until any changes are made or pass the first and second readings and make changes before the final reading.

Council then approved the first reading of Ordinance 2026-12, which approves the new published zoning updates for the Village of Metamora.

Council was also informed that the cost of memorial plaques has increased to $200. Cheryl Geer will serve as emcee for the Memorial Dedication Ceremony, while Sue Hammersmith from Gleaners is expected to speak about Flag Day. The village will also collect old flags, and someone from the War Vets is expected to speak about the flag retirement process.

In old business, council noted that the village is still having problems with Starlink after the company sent the wrong cable.

Loar said he would look into the issue. Council also noted that the school’s spring cleanup had been canceled due to bad weather.

In new business, council was informed that Miller completed her Sunshine Law training on March 6. Other council members who have not yet completed the training were reminded to do so.

Council also noted that Tree Commission Chairman Rick Meiring will attend the annual Tree City Awards Banquet on May 13.

Mossing also said she will contact Quinn of Quality Care Services about a tree near the walking path in the park that was struck by lightning.

Council then entered executive session at 7:34 p.m. to discuss the administration job and extension of contract. Council exited executive session at 7:37 p.m., with no decision made.

Under other business, council discussed a request from a resident at 419 E. Main Street for a sewer credit after filling a pool. Council said the only way to receive a credit is to have a second water meter, but the village will review the ordinance to confirm the requirement.

Council later entered a second executive session at 7:44 p.m. to continue discussion regarding the administration job and extension of contract.

Council exited executive session at 8:13 p.m., after which council approved offering Village Administrator Keith Torbet a six-month extended contract with pay of $32,500 plus insurance. The motion passed by roll call vote, with all council members voting in favor.

Council adjourned at 8:15 p.m. The next meeting will be held on Monday, May 18, 2026, at 7 p.m.
