The May 12 meeting of the Montpelier Village Council was called to order by Mayor Steve Yagelski at 6L00. Present for roll call were Laura Gray, Delmar Karnes, Dan Willis, Jim Rockey, and Nathan Thompson. Dan Clum was absent from the meeting. A word of prayer by Pastor Hanover and recitation of the Pledge of Allegiance opened the meeting with the approval of the night’s agenda, the minutes from the April 28 meeting, and the April 2014 financial reports following directly.
Mayor Yagelski welcomed Seniors from Montpelier High School who were in attendance and encouraged them to ask any questions that they might have throughout the meeting.
Conrad Beck of V.S. Beck Insurance was then introduced to council. Beck’s purpose was to explain the insurance premium structure offered by his company. It was explained by Pam Luca that she would like to renew the property and liability insurance the Village holds with V.S. Beck Insurance/Ohio Plan. Lucas also explained that the premium for the 2014-2015 year would be $329 than the preceding year and that the Village has been highly satisfied with the service from Beck, as they have always handled claims quickly and efficiently.
Lucas then introduced representatives from the Montpelier Ministerial Association who wished to address council about a community project. Also present for the discussion was Montpelier Park Board President Donald Moore. Chris Kannel explained that the Ministerial Association was proposing the construction of a shelter house at Storrer Park which would allow the 200 plus children that use the park as a bus stop a place to go during inclement weather. The proposed shelter house planed is simpler in structure to the one at the Main Street Park and would have a vaulted ceiling to hinder vandalism attempts. A diagram showing the proposed site of the shelter as well as other items that may be added to the park in the future was passed out to council for review.
Kannel explained that the Ministerial Association has presented the proposition to the Montpelier Park Board, who has already given their approval for the project. Moore added that the Park Board is very excited about the project. Eric Matthews, Pastor of Calvary’s Cross, also addressed council, explaining that he believes the project will draw the community closer together. The $20,000 estimated cost given by Matthews is planned to be raised through donations and volunteer labor hours. A motion made Delmar Karnes and seconded by Jim Rocket to allow the Montpelier Ministerial Association to proceed with the building of a Park Shelter at Storrer Park was unanimously approved.
Lucas then informed council that Kelly Hephner has recently spoke at the 14th Annual Emerging Trends in Fraud Investigation and Prevention Conference in Columbus. In attendance at the conference were approximately 600 auditors. Hephner has spoken on the topic before but the conference marked the first time she had presented her insights to auditors.
Lucas also informed council that four bids were received for the Phase IV CSO Sewer Separation Project and asked Council to accept the bids. The low bidder on the project was Underground Utilities, Inc. However, Hephner explained that the State has said that the Village cannot award the bid until after July 2014. All bids, however, were accepted as presented by Council.
It was also noted that Kurt Roan had sent out requests for quotes for repairing the Fire Department roof. Roan explained that only one bid, from Siebenaler Construction Co., was received and requested that Council award the job to them. Roan also explained that roof will need a lot of demolition before the new one is put on and noted that Siebenaler Construction was the company who had built the building in 1975. He also noted that the roof is slated to be done this year with the siding being done next year. A motion to award the Fire Department Roof Project to Siebenaler Construction was unanimously approved. A motion to accept Fire Chief Dale Fritsch’s recommendation to accept the application of Donald Adkins, Jr. to the Fire Department was also approved with a one year probationary period.
Legislation brought before Council included Resolution 1079, Authorizing the Sale of JVF Renewable Energy Certificates for Calendar Year 2015. The Village’s share is 2.2%, which has been used in the past to supply educational information on energy efficiency as well as to purchase CFS bulbs that were handed out during Public Power Week. The resolution was passed under emergency language that allowed for the suspension of the rules which normally require three readings. Also passing under emergency language was Resolution 1080, Authorizing the Village Manager to Enter into a Contract for Property and Liability Insurance for the Village of Montpelier. Ordinance 2171, Amending Chapter 123 of the Codified Ordinances of Montpelier, Ohio to Add Section 123.031 Pertaining to Procedures for Publishing Notice to Bidders by Electronic Means passed on second reading.
After legislative matters were addressed, Hephner went on to give the April income tax report which shows an increase compared to each of the prior two years. Nathan Thompson then asked for an update about the Headworks Screen Project. Kurt Roan explained that the contractor was given an extension due to some equipment that was being waited on but that the hope is to start the screen process in June.
Council then moved into an executive session with no further action being taken.
