The Williams County Commissioners met for their regular meeting on Thursday, July 25th. Their regular meeting held in the East Annex Building was called to order by Commissioner Bart Westfall at 1:05pm.
In attendance were Commissioners Bart Westfall, Terry Rummel and Lew Hilkert, Deputy Clerk Robin Kemp, and their Intern Elizabeth Fritsch as well as those from their perspective departments on the agenda.
After calling the meeting to order, commissioner Westfall asked Kemp if there was any business items to present before them. Kemp announced that there were resolutions to present of which Fritsch then presented those resolutions.
All resolutions were read, motioned, and passed by all the commissioners. Those resolutions are as follows:
Resolution 24-0261: Approving Williams County Auditor to create new lines and make supplemental appropriations from and to the following funds:
Williams County Board of Elections – $10,462.21 from Unappropriated to Remittance to State ($439.24), to Remittance to State-New ($10,022.97) for the return funds to Ohio Secretary of State – interest from 2022 Elections Security Grant and unspent funds/interest from 2023 Elections Security Grant.
Williams County Common Pleas Court – $17,981.62 from Unappropriated to Capital Assets-Furniture & Fixtures for the installation of carpet in Courtroom #1, jury room and attorney conference area.
Williams County Hillside Country Living – $2,346.38 from Capital Assets – Machinery & Equip to Repairs – Equipment for repairs; $1,200.00 from Capital Assets – Computer & Software, $800.00 from Capital Assets – Furniture & Fixtures, $1,069.98 from Refunds-Private to Repairs – Equipment ($3,069.98) for repairs; $343.25 from Unappropriated to Supplies – Other for gardening supplies.
Williams County Prosecutor’s Office – $562.17 from Salaries – Employees to Unemployment.
Resolution 24-0262: a resolution to proceed with the taxing authority for the purpose of raising the taxing limitation above the ten-mill limitation for the benefit of the Williams County Emergency Medical Serves for the purpose of providing ambulance service, emergency medical service or both as permitted under Ohio Revised Code 5705.19(U) at a rate not exceeding 1.85 mills for each dollar of taxable value, which equates to $65.00 per $100,000 of the county auditor’s appraised value.
Resolution 24-0263: a resolution entering a Maintenance Agreement and Sales Order between the Williams County Auditor and Perry ProTech for the purchase and maintenance of a MIRC printer and maintenance agreement at a cost not to exceed $825.00 for the printer and a maintenance agreement of $100.00 for the remainder of 2024.
Resolution 24-0264: a resolution approving a contract and providing a notice to proceed for the Village of Edgerton N Oak Street Rehabilitation Project between M & M Asphalt, Williams County Commissioners, and the Village of Edgerton. Total contract price is $170,402.67, $96,290.04 paid under the CDBG Grant and the remaining balance of $74,112.63 paid by the Village of Edgerton. Work is to be substantially completed by June 30, 2025.
Resolution 24-0265: a resolution accepting a renewal quote of airport liability insurance, Aviation Insurance Managers, Inc submitted the quote for the third annual installment for a period of August 16, 2022 through August 16, 2025 at a cost of $4,945.00 per year.
After the completion of the resolutions on the agenda, Westfall asked for any other business. Kemp also provided the monthly credit card expenditures for the month of August and a permit to work within county/township road right-of-way for Phase I Reinforcement Project and CR-15 Re-Route. Construction is to begin in August 2024 and be completed by March 2025.
Commissioner Rummel then made a motion to approve the bill as submitted by the county auditor. Hilkert seconded with Westfall in agreement.
With no other business to be brought before the commissioner, and nothing else to discuss, Commissioner Westfall asked for a motion for them to enter an executive session with Heather Mercer, 911 Director in order to discuss the matter of employee compensation.
With a motion made by Rommel and seconded by Hilkert the commissioners entered the executive session at 1:11pm with no action anticipated to take place.

The Williams County Commissioners will hold their next general session scheduled meeting on Tuesday, July 30th at 9:00am in their Hearing Room located within their office at the East Annex Building in Bryan.
