The Williams County Commissioners met for their regular session on Tuesday, April 21, 2026, to hold a bid opening for the Montpelier East Main Waterline project.
With two bids submitted for the project, the Maumee Valley Planning Organization will soon submit its recommendation for the awarded bidder. The engineer’s estimate amounted to $1,941,000, with $500,000 supported by the Community Development Block Grant (CDBG) program.

Bryan Excavating’s bid amounted to $1,491,895, while S&S Directional Boring submitted a bid of $1,761,806.30.
Technical assistance was approved for the county’s Program Year 25 (PY25) CDBG Critical Infrastructure Program. The grant amounted to $500,000 and is for the City of Bryan Sewer Improvements, one of the three projects approved in the year prior.
With the third and final CDBG project under construction in Pulaski Township, the commissioners are already discussing the next year’s open slots.
They emphasized the need for a contractual construction completion deadline and plan to implement something soon. This is intended to keep projects moving efficiently and funds circulating in the county.

Among the approved items during the meeting was a resolution entering into an amended technical assistance agreement.
This relates to the PY23 Lead Safe Ohio Program, and the motion extends the timeline and scope of previously approved grant funding. The grant totals $244,000, and the cutoff date was extended to August 31, 2026.
A preventive maintenance agreement was introduced by the Williams County Emergency Medical Services (EMS) which would include a $16,000 service charge. The commissioners requested further information before passing the resolution.
A federal Local Public Agency project agreement was submitted by the county engineer. $64,000 was granted through the Ohio Department of Transportation (ODOT) to purchase signage and necessary related items for the County Road (CR) 13 project. This involves the future roundabout located at CR 13 and CR G.
Commissioners also approved a service agreement for an attendance officer through the Juvenile and Probate Division for the upcoming 2026-2027 school year.
A courthouse permit was approved for the Bryan City Band to host its annual summer concert series, with events scheduled throughout June and July in the courthouse square.
The meeting then entered into executive session to discuss collective bargaining matters with Job and Family Services Director Christie Roan.
With no further business, the meeting adjourned at 11:07 a.m.
