The Delta Village Council held their meeting on Monday, March 20th. The meeting began at 5:29 p.m. with the Pledge of Allegiance and a prayer.
Council first moved to approve the minutes from the March 6th meeting as well as the January 30th Village Services Committee Meeting minutes. Council then heard from Village Administrator Brad Peebles as he gave his report.
It was stated that the Delta Chamber of Commerce is hoping to hold this year’s Dancing in the Street event on Friday, August 4th from 5:00 p.m. to midnight.
The event will be held in the same location it was last year, in the park. In order to hold it there, and allow alcohol during the event, council would need to vote to allow it.
With it being stated from Police Chief Hartsock that there were no issues regarding alcohol at the event last year, council moved to approve the Chambers request.
Mr. Peebles then discussed the matter of water main breaks with council. The last two breaks have been major breaks with the last one taking place on Helvetia Street just East of Adams Street near the water tower.
Due to the breaks the village will be looking into what it would cost to replace the line.
Council next heard from Finance Director Mossing for approval of the invoices. Director Mossing also asked for council to approve the placing of a lien on a property due to a delinquent water bill.
Council moved to approve the placing of the lien before being asked to write off two additional water bills that cannot be collected which was also approved.
Discussion then moved to the topic of flags at the wall on West Main Street. Several options were looking into for staff members to do the work of installing them but none of the options were really viable.
A company that does work installing flags was contacted and a proposal was prepared. The proposal included LED lighting to shine up on the flags. The fiberglass poles are also included and are rated for 90 mph.
It was stated that there is $40,000.00 currently in the downtown improvement account and it was recommended the money to pay for the flags comes from there.
The anticipated cost for the project is set at $19,000.00. A motion was made to approve the measure which passed.
Council member Thomas then asked to set a meeting for the Development and Governmental Relations Committee.
Mayor Wilton asked to also schedule a special meeting that will be comprised of an executive session.
The meeting was set for Monday, March 27th with the committee meeting taking place at 5:00 p.m. and the special meeting being held at 5:30 p.m. Council next moved to approve the following items.
The third reading of Resolution 23-05 to declare it necessary to replace an existing tax levy for recreational purposes pursuant to Ohio Revised Code Sections 5705.19(H) and 5705.25 and requesting the auditor to certify the amount of revenue to be generated by the proposed levy replacement.
The second reading of Resolution 23-07 authorizing the village administrator to negotiate and execute a property lease with Brightnet North allowing the continued use of the village property for a communications tower.
The first reading of Resolution 23-08 authorizing the village administrator to execute an agreement with Jones and Henry Engineers for the evaluation and recommendations for improvements needed at the wastewater treatment plant and declaring an emergency.
The first reading of Resolution 23-09 authorizing the village administrator to participate with Pike-Delta-York schools in a project to upgrade electrical services within Delta Community Park and declaring an emergency.
Council then moved to enter into executive session at 5:59 p.m. Following that session, the council moved to adjourn for the evening.
