WILLIAMS COUNTY COMMISSIONERS Commissioners Approve 5-Year Update To Low-Income Housing Demolition / Replacement To Ream Eligible

The Williams County Commissioners held a short June 8, 2023 general session before holding two executive sessions.

Approved during the general session were five resolutions, the first of which approved supplemental appropriations for the Williams County Airport Authority, EMS, Engineer’s Office, and Hillside Country Living.

The second resolution allows the Williams County Recorder to enter into an agreement with the schools for microfilming services offered by the county for the Williams County Records Center.


The last agreement was made in 2002 when the Williams County Records Center was headed by the commissioners.

Because it now is being led by the Williams County Recorder, permission was granted for their office to spearhead contract negotiations.

Next approved was a resolution detailing the efforts that must be made by the county to demolish and then reconstruct low-income housing that was provided under the Housing and Community Act of 1974.


Williams County will provide “substantial levels of assistance to persons displaced by HUD-assisted programs and will further seek to minimize displacement of persons as a direct result of assisted activities” that result from the latest 5-year update required to maintain the county’s eligibility for the Community Development Block Grant (CDBG) Program. All replacement housing must be finished within three years of the relocation / demolition.

The second to last resolution approved applications for: Program Year 2023 Community Development Block Grant (CDBG) Critical Infrastructure Grant Program, Round 1; the Program Year 2023 CDBG Neighborhood Revitalization Grant Program, Round 1; and the Program Year 2023 CDBG Allocation Grant Program to the Ohio Department of Development.

The last resolution approved an attendance officer services agreement between Williams County Juvenile / Probate Court and NWOESC.

Commissioners Hilkert, Westfall, and Rummel then approved the minutes of the June 5, 2023 meeting and the bills as presented before going into the first of their two executive sessions.
