RESOLUTIONS PASSED … The Williams County Commissioners heard and passed motioned on resolutions brought before them on Tuesday, June 16th during their general session.

The Williams County Commissioners met for their regular meeting on Tuesday, July 16th. Their regular meeting held in the East Annex Building was called to order by Commissioner Bart Westfall at 9:00am.
In attendance were Commissioners Bart Westfall, Terry Rummel and Lew Hilkert, Deputy Clerk Robin Kemp, and their Intern Elizabeth Fritsch as well as those from their perspective departments on the agenda.
Upon commissioner Westfall calling the meeting to order he asked Kemp if anything was to be brought before the board. Kemp informed that there were firstly some resolutions. Fritsch then read the perspective resolutions.
Resolution 24-0239: a resolution approving the county auditor to create new lines and make supplemental appropriations from and to the following funds; $8,581.88 from Contract Services to Capital Assets-Office Equipment; $20,000 Unappropriated to Remittance to State; $55,000 from Unappropriated to Appointed Counsel-Attorney Fees; $55,421 from Unappropriated to Travel, Lodging, Meals ($420), Contract Services ($35,355), Non-Capital Equipment ($18,346), Other Expense ($1,300); $20,000 from Contract Projects to Sign Materials/Supplies; $20,544.24 from Unappropriated to Capital Assets/Building Improvements.
Resolution 24-0240: a resolution entering into a memorandum of understanding between the Williams County Department of Job & Family Services and the Williams County Board of DD for shared Child placement; Cost; Per diem rate $500/day; JFS: $250; DD: $250 for a term of June 16, 2024 through December 31, 2024.
Resolution 24-0241: a resolution requesting the county auditor to certify certain tax valuation information in anticipation of levying a tax in excess of the ten-mill limitation pursuant to Ohio revised code section 5705.19(Y).
Resolution 24-0242: a resolution requesting the county auditor to certify certain tax valuation information in anticipation of levying a tax in excess of the ten-mill limitation pursuant to Ohio revised code section 5705.19(Y) and 5705.191.
Resolution 24-0243: a resolution entering into a memorandum of understanding between Williams County Department of Job & Family Services and the Williams County Board of DD and Four County ADAMhs Board fro shared funding for child placement; Cost; Per diem rate $500/day; JFS: $225; DD $225; ADAMhs: $50 for a term of June 13, 2024 through December 31, 2024.
Resolution 24-0244: a resolution entering into an agreement between The Ohio Department of Job and Family Services and Local Workforce Area 7 to proved Area 7 with wage record information and unemployment insurance claimant data; No Cost for a term of October 1, 2024 through September 30, 2026.
Resolution 24-0245: a resolution entering into a IV-E Contract for an agreement between Williams County Department of Job and Family Services and Stepping Stones of Ohio, LLC for Title IV-E Agencies and Providers for the provision of child placement. Maximum amount payable under this contract is $126,000 for a term of July 1, 2024 through December 31, 2024.
Resolution 24-0248: a resolution entering into a fiscal year 2025 Parent Coordination Program Agreement between Williams County Common Pleas Court and the Four County Board of Alcohol, Drug Addiction and Mental Health Services for FY25 grant funding for the Four County Parent Coordinator Program in the amount of $12,000 for a term of July 1, 2024 through June 30, 2025.
Resolution 24-0249: a resolution entering into a memorandum of agreement between Williams County Common Pleas Court and the Four County Board of Alcohol, Drug Addiction and Mental Health Services for partial grant funding for FY25 for the Williams County Drug Court in the amount of $35,000 for a term of July 1, 2024 through June 30, 2025.
With no other resolutions at that time to be read, Kemp then presented the commissioners with updates the office had received which included and SRO Annual Report, Survey Summary, July 8-14 Dog Warden Reports, Treasurer’s end of June Report, and a report from the County Engineer’s Office.
Commissioner Rummel then made a motion to approve the minutes dated July 11, 2024 as presented before the board. Commissioner Rummel also made a motion to approve the bills as submitted by the county auditor. Both motions were seconded by Hilkert and passed with no contest.
The next item of business came from Commissioner Rummel making a motion to approve the addition of the handicap entrance button to be installed to the entrance for the Board of Elections in the East Annex building, with a cost of $3,875. All commissioners were I agreement and said motion passed.
The commissioner then held a joint ditch meeting with Fulton County for the purpose of discussing joint ditch #448 Owl Creek and joint ditch #445 Wilson. As a result of the meeting the commissioners passed two resolutions in regard to the ditches.
Resolution 24-0246: a resolution by the Joint Board of County Commissioners of Williams and Fulton Counties in which in order to provide such maintenance funds, it is deemed necessary to run ditch #445 on the 2025 tax duplicate for collection for one (1) year ply, at the percentage and the amount provided based on the benefits, and that the same be and is hereby levied upon such benefitted areas as aforesaid, all in accordance with the provisions of Section 6137.03 of the Revised Code of Ohio.
Resolution 24-0247: a resolution by the Joint Board of County Commissioners of Williams and Fulton Counties in which in order to provide such maintenance funds, it is deemed necessary to run ditch #448 on the 2025 tax duplicate for collection for one (1) year ply, at the percentage and the amount provided based on the benefits, and that the same be and is hereby levied upon such benefitted areas as aforesaid, all in accordance with the provisions of Section 6137.03 of the Revised Code of Ohio.
The commissioners then held a meeting with the Maumee Valley Planning Organization for the purpose of discussing residential public infrastructure. After that meeting the commissioners met with Treasurer Kellie Gray to receive their quarterly report from her.
The Williams County Commissioners will hold their next general session scheduled meeting on Thursday, July 18th at 9:15am in their Hearing Room located within their office at the East Annex Building in Bryan.
