FULTON COUNTY COMMISSIONERS: Board Awards Fayette Water Treatment Plant Roof Project Bid

The Fulton County Commissioners held regular sessions on Tuesday, June 30 and Thursday, July 2. Both meetings began at 9 a.m. with the call to order, Pledge of Allegiance, opening prayer, and roll call, with Commissioners Joe Short, Jeff Rupp, and R.J. Lumbrezer present.

During the June 30 meeting, commissioners approved the June 18 meeting minutes, approved the agenda, approved payment of bills, and reviewed the sales tax report.

They also approved appropriations and transfers for various departments, including an $8,224 increase for commissioners’ unemployment expenses and a $35,000 increase for probate court equipment.

Additional transfers involved Children’s Services, Social Services, the Sanitary Engineer, and airport capital improvements.

A major item of business was the approval of a bid for the Fayette Water Treatment Plant Roof Improvements Project.

Commissioners awarded the Community Development Block Grant project to Damschroeder Roofing in the amount of $138,631.70.

The bid came in below the engineer’s estimate of $197,000, with MVPO recommending Damschroeder Roofing as the lowest and best bid. Other bids submitted included $140,000 from Technique Roofing and $195,777 from RoofLynx.

The project is funded through $112,800 in CDBG allocation funds and $84,200 from the Village of Fayette, for a total secured funding of $197,000.

The Village of Fayette also recommended that commissioners award the project to Damschroeder Roofing, with a project completion date listed as April 30, 2027.

Commissioners also entered into a Technical Assistance Agreement 2026-58 with the Maumee Valley Planning Organization for the administration of funds under the PY2023 Amended Lead Safe Ohio Program Grant.

The agreement relates to the county’s amended Lead Safe Ohio Program Grant through the Small Cities Community Development Block Grant program.

In personnel action, commissioners accepted the retirement resignation of Senior Center employee Laura Cuellar. The board also approved purchase orders and travel requests before adjourning.

At the July 2 meeting, commissioners approved the June 30 meeting minutes and approved the agenda as presented or amended.

Commissioners then entered into LPA Agreement 2026-59 with the Ohio Department of Transportation for the resurfacing of County Road 14.

Sauder Village – September Events

The agreement, listed as ODOT LPA Agreement 44416 and ODOT PID 118979, provides funding for the Fulton County CR 14 resurfacing project.

According to the agreement, ODOT will fund 80 percent of eligible costs, up to a maximum of $2 million in federal funds, while the total project cost associated with federal funds is estimated at $2,669,400.

The board also entered into Contract 2026-60 with Motorola Solutions on behalf of the Fulton County Sheriff’s Office.

The service agreement lists the Fulton County Board of Commissioners as the customer, with a contract start date of May 1, 2026, and a contract end date of April 30, 2027.

Commissioners also certified a request from the Fulton County Rural Zoning Commission to amend the Fulton County Zoning Resolution.

The request involves parcel 10-019908-01.000 and a proposed change to the zoning map from an M1 District to AG/RE for a single-family dwelling.

The commissioners’ action allows the matter to proceed to a public hearing in accordance with Ohio law.

The board also canceled its regular sessions scheduled for July 21 and July 23 due to a lack of quorum, and approved purchase orders and travel requests.
