North Central School Board Welcomes New Teacher And Aide

Two of North Central’s newest employees were welcomed to the district by the Board of Education on Monday, June 17, 2013. Heather Mavis originally from Fairview, will be a junior high/high school special education teacher’s aide, and Brent Saneholtz, a native of Montpelier, comes to North Central from Columbus. He was hired as a third grade instructor.

Prior to voting on on employments and contracts, the board heard a thank-you note from recent retiree June Helberg for the bell she was given by the staff and administration. Diamond Zimmerman from WEDCO (the Williams County Economic Development Corporation) was present to discuss the expansion of RDD, also known as 20/20 Plastics. An application had been made through the Enterprise Zone regarding the addition of 100,000 of square footage. The project will be at an estimated cost of $2.7 million and will add ten jobs. Zimmerman was asking for the board to review the school donation agreement and waive the 45 day notification time period. The board heard a motion, and then voted to approve a 10 year agreement of 35 percent of the tax savings on the real property.

3. The following employments:

•Matt Frey – Summer Adult Custodian
•Brady Ruffer – Van Drive
•Supplemental Contracts for 21 employees
4. FFA Officer Retreat/Hocking Hills – July 16-18, 2013
5. FFA Officer Team to volunteer at Ohio State Fair – July 30 & 31st
6. Coach’s Athletic Handbook for 2013-2014
7. Innovative Education Pilot Program – Waiver Days for 2013-2014. These days will be September 10, 2013, and February 14, 2014.

An elementary principal’s report was read in Mr. Paul Jone’s absence. The district has picked up some kindergarten students. About seven or eight of the 48 students will be pre-K, and the rest will be kindergarten. The co-teaching program is ready to go.

In his report, Junior High/High School Principal Tim Rettig asked the board to consider the possibility of getting a weight room coordinator. He has already discussed this matter with Superintendent Ken Boyer. They are looking at ways of making their athletes stronger as they want North Central athletes to be very competitive.


Rettig also thanked the board for making staff recommendations. This made his job of hiring new staffers much easier, and they “beat the crowd” in making hires early in the season. He has been reviewing the Athletic Handbook and is in the process of adding dates or athletic events to the calendar. As this was his first year as principal at North Central, he thanked the board for a “great year.” He said that his experience was “hugely positive. I’ve really enjoyed North Central.” Board member Craig McKarns noted that both principals did a great job. Elementary/Middle School Principal Paul Jones also served as a principal for the first time this past school year.

In the treasurer’s report, Eric Smeltzer said that there was so much money from the Employees Retirement and Insurance Benefits Fund due to an increased amount of retirements this year, and that it was more than they had expected. The board moved to approve appropriation additions as follows:

General Fund

  • Employees Retirement and Insurance Benefits – $76,893.06
  • Supplies and Materials – 17,320.74
  • Total General Fund – $94,213.80

Other Funds


  • Principals Fund – $ 1,665.64
  • Rotary – 189.17
  • Student Managed Account – 6,068.19
  • IDEA-B Grants – 59.95
  • Perkins Grant – 1,200.00
  • Title II-A – 3,500.99
  • Total Other Funds – $12,683.94

The board voted to authorize the annual premium for liability, violence, auto, and property insurance with the Ohio School Plan for 7/1/2013 through 7/1/2014 at a cost of $21,689.00. This is an increase in the premium from last year, as an insurance appraiser conducted a property evaluation and the school was found to have more square footage than originally thought, and the increased amount represents coverage for this extra square footage. They also approved a motion to approve Temporary Appropriations for Fiscal Year 2014 as presented. The board then voted to hold a special meeting on Thursday, June 27, 2013, at 7:30 a.m. in the Board of Education office for the purpose of approving final appropriations. These will be finalized around the time of the September meeting.

The board voted to approve the Second Reading of the proposed policy/by-law revisions as presented at the May meeting.

The board’s next topic of discussion was the bids for a new school bus. They voted to purchase a 72 passenger BlueBird brand bus at a cost of $79,968 from Cardinal Bus. This bid was quoted to specs, and would give the school $1750 on the trade in of the school’s old bus. It also has a larger engine and a 100 gallon gas tank. The other bid, for an International brand bus, was less, but needed alterations to meet specifications would have driven the cost over the bid for the BlueBird.

Superintendent Ken Boyer met this past month with architects from the state’s Facility Commission regarding the building of a new high school. It was originally thought that to qualify for the state funding, they would have to build a facility to house at least 350 students, but they found out that they may be able to build in segments. This means that they could receive the funding for a high school, and use the rest later for renovation projects.

The board then moved into an executive session to discuss personnel items before adjourning for the evening. No further action was taken.

Regular meetings of the North Central Board of Education are held the third Monday of each month, unless changed. Those interested may check with the school to confirm dates.
