The Bryan Board of Public Affairs began and ended the December 6, 2022 board meeting with executive sessions.
The first was held to discuss imminent litigation, with no action taken. After coming back into regular session, the board approved:
- Minutes of the November 15, 2022 meeting
- Resolution 48 – 2023 BMU Budget and requesting city council adoption (Director of Utilities Nathan Gardner asked the board to approve if they are satisfied with it.)
- Resolution 49 – authorizing Change Order #2 and final disbursements for the Water Line Extension Project-E Wilson St./County Road D (Airmate Project) (Gardner explained that a little over $4,000 will be reimbursed to Airmate and to the City of Bryan.)
- Resolution 50 – amending and approving the City of Bryan Employee 2019 Handbook, specifically Section 301 pertaining to sick leave payout. (Attorney Rhonda Fisher explained that there had been confusion that came from having two different handbooks and this will clarify that now, as well as helping employees who were concerned about how their retirement would work. This new wording is “grandfathering those individuals who were hired before January 31, 2021” and will adjust payouts for those who were hired after that date. Council all thanked her for getting that worked out.)
- Request to hire Steven Hall as a Probationary Engineering Assistant/GIS Coordinator
- Set the Final BPA Meeting of the year for noon on December 29, 2022. They will nominate for Chair and Vice Chair at that meeting.
- Payment of bills
The meeting was wrapped up with each of the board members sharing their thoughts and thanks – congrats given to Steven Hall; joy that water tower is finished and was done so well; thanks to mayor and attorney for their work on the handbook; glad to see so many trucks in the parade; glad that Airmate project is complete; the Christmas lights downtown and the Christkindle are wonderful.
The board went into executive session to discuss employment and compensation of public employees.
