Fulton County Commissioners Hear Request From Civil Air Patrol

During the Thursday morning, April 15, 2021, Fulton County Commissioners meeting, the March 2021 Investment Report and the Engineer 20-21 Snow and Ice Control Report were reviewed. The following were approved:

-Minutes of April 13, 2021 and agenda for present meeting as amended (to pull Resolution 2021-277 and Add Resolution 284 Rescind Resolution 265)

-Advance funds, increase and transfer appropriations for various departments


-Resolution 276 Transfer funds for 1st Quarter 2021 General Fund Reimbursements for fuel, copies, supplies and utilities

-Resolution 278 Approve Final payment for FY20 FAA Grant – Rehabilitation Runway 9/27 Lighting

-Resolution 279 Authorize Board President to Execute Project Closeout Report for FY20 FAA Grant – Rehabilitation Runway 9/27 Lighting


-Resolution 280 Enter into MOU agreement 2021-49 with Maumee Valley Planning Organization

-Resolution 281 Enter into agreement 2021-50 with Stress Care Behavioral Health for Employee Assistance Program – First Responders

-Resolution 282 Authorize Board President to enter into Grant Agreement 2021-51 with Ohio Development Services Agency for the FY2020 CDBG Targets of Opportunity Program

-Purchase orders and travel requests


-Resolution 284 Rescind Resolution 2021-265

-Investment Advisory Committee Update Fulton County Portfolio as of March 31, 2021 has a total of $63,609,656 and an estimated annual interest income of $41,958

Captain Jonathan Jeffries of Civil Air Patrol made a request of the Commissioners and there was some discussion – “Volunteer search and rescue team that gets called in from military to aid in search and rescue.

Back in the early 2000s the Civil Air Patrol placed communications equipment at the Fulton County Courthouse. Due to COVID restrictions last year site visits were not completed and they were unaware of the Courthouse renovations that took place and caused the equipment to be removed.

Captain Jonathan Jeffries is asking if they can re-install the equipment in the courthouse or if they are able to move the equipment to the tower located at the Fulton County Health Center. They would cover all the cost and time in the install/relocation.

Commissioner Jeff Rupp stated that the more logical decision would be to do that, but would like to know what research would be done to make sure their equipment would not affect any other communications equipment.

Commissioner Jon Rupp said we also need to look at the space on the tower to make sure there is room for their equipment. Captain Jonathan said that there will be a test done to make sure there is no interference which would take about a month or two to complete.

If this is something the Commissioners end up deciding is ok, Civil Air Patrol would like to have a lease agreement in place as well and Captain Jonathan is currently working on getting one together.

Commissioner Jon Rupp moved to do the research and come back after completed to discuss further. Commissioner Jon Rupp made the motion & Commissioner Jeff Rupp seconded. Resolution 2021-285 Allow Civil Air Patrol to Research Communications Frequencies on Tower Motion.”

With no further business, the meeting adjourned. On Tuesday, April 20, 2021, the Commissioners gathered to review the CARES Act Grant Award from AOoA and some Correspondence from the

Prosecutor on outside counsel as well as to approve a few items which included;

-Minutes of April 15 and agenda as presented for April 20

-Payment of bills and Increase and transfer of appropriations for various departments

-Resolution 290 Award Bid for County Road H Improvement project

-Resolution 291 Enter into Contract 2021-48 with Vernon Nagel for CR H improvements project on behalf of Engineer

-Resolution 292 Enter into Contract 2021-52 with New Era Technologies for Support Services on behalf of IT Department

-Resolution 293 Approve Legal and authorize Ad for 2021 Fulton County Asphalt Resurfacing Project

-Resolution 294 Accept Resignation of Public Utilities employee

-Resolution 295 Authorize Board President to execute ODOT FY22 Direct Grant Application: Re mark Runway 9/27

-Resolution 296 Authorize Board President to execute FAA Standard Form 424 for FY21 Airport Improvement Program Grant Application

-Purchase orders and travel requests.
