Northwest Ohio Educational Service Center Board Holds Regular Meeting

The following actions were taken by the Northwest Ohio Educational Service Center Governing Board at their regular meeting held September 22, 2015:

The meeting was called to order at 7:00 pm by President Ron Crawford. All in attendance recited the Pledge of Allegiance.

The following items were approved under the consent agenda format:
•Approved minutes of the organizational board meeting held August 25, 2015.

-Bowling Green State University to provide to NwOESC, 21st Century (Liberty Center Elementary), Reading Intervention Strategies and Assessment Services for the period of 9/1/15-6/17/16

-Henry County Arts Council to provide to NwOESC, 21st Century (Liberty Center Elementary), Art, Culture, Historical Activities and Character Development and Self Esteem Experiences for the period of 9/22/15-6/19/16

-Henry County Arts Council to provide to NwOESC, 21st Century (Patrick Henry MS/HS), Art, Culture, Historical Activities and Character Development and Self Esteem Experiences for the period of 9/1/15-6/17/16

•Authorized an Educational Affiliation Agreement with the University of Toledo for the period 8/24/15 through 8/23/16 (Fall, Spring, and Summer Semesters) as part of an educational experience/intern program for a UT graduate student to be paid from Safe Schools/Healthy Students Grant funds and utilized to support grant objectives.

•Approved a replacement contract with the Lutheran Home Society Family and Youth Services, Inc. (LHSF&Y) to collaborate together in an educational program with LHSF&Y to provide the space for the services, equipment and milieu interventions, and NwOESC to provide the intervention specialists, related service personnel, and educational supervision for the program for the 2015-16 (original contract began 2010-11) school year, effective August 25, 2015, which will automatically renew unless terminated under the terms of the contract.

•Approved a High Deductible Healthcare Plan with a Health Savings Account to be offered to eligible employees and set other insurance contribution percentages for eligible employees.

•Commended Dr. LeAnn Fritch for her 20 years of service as a NW Region OSBA School Board member, serving the Northwest Ohio Educational Service Center; Mr. Ron Crawford for his 20 years of service as a NW Region OSBA School Board member, serving the Northwest Ohio Educational Service Center; and Mr. Brian Baker for his 20 years of service as a NW Region OSBA School Board member, serving the Northwest Ohio Educational Service Center and Four County Career Center.

INFORMATION/DISCUSSION ITEMS:
-An ESC funding presentation was shared by Mrs. Gearhart. Preliminary discussion on agency priorities was held as well as planning for the upcoming NW Region OSBA Fall Conference and the OSBA Capital Conference.

OSBA LEGISLATIVE LIAISON
Mr. Baker reported on recent updates from Senator Randy Gardner, including HB70 (Youngstown school restructuring), TPP phase-out (possible repeal of veto), and HB2 (charter school accountability).

SUPERINTENDENT
Mrs. Gearhart shared that NwOESC was selected for an ODE Educator Evaluation Process Review to review 2014-15 teacher and principal evaluation data.

CHIEF FINANCIAL OFFICER
Mrs. Pietrykowski reported the employment for after-school programming is underway in districts with 21st Century grants. ACA tracking and reporting processes are a current focus. On-line open enrollment for employee benefits will begin this fall – November 2nd – 20th.

DIRECTOR OF SPECIAL EDUCATION
Mrs. Gilliland reported on an upcoming Transition Expo for students with disabilities to be held at NwOESC in cooperation with State Support Region 1. 2014 special education counts/percentages from across the area were shared.

DIRECTOR OF CURRICULUM, INSTRUCTION
AND PROFESSIONAL DEVELOPMENT
Mrs. Dobbelaere shared that the NwOESC facility is used frequently for trainings and meetings, reducing travel time for area educators and administrators, which is much appreciated.

As all of the business of the evening was complete, the meeting adjourned at 8:13 pm. The next regular meeting of the board will be held Tuesday, October 27, 2015 at 7:00 pm at the NwOESC office located at 205 Nolan Parkway, Archbold, OH.
