Pike-Delta-York School Board Jumps Into New Year With Levy Discussion

The PDY School Board did as all school boards and village councils have been busily getting accomplished, and got their 2021 Organizational meeting under their belt on Wednesday, January 13 at 6:15 p.m. just prior to the Regular meeting.

President ProTem Mike Ford called the meeting to order with Board members Mr. Michael Ford, Mrs. Alice Simon, Dr. Michael Mattin and Ms. Tammy Sprow present. Superintendent Ted Haselman and Treasurer Matt Feasel were also in attendance with the administrative team, and Board Member Tim Bower was unable to attend.

Dr. Michael Mattin was elected President for 2021 with Mrs. Alice Simon as Vice President. The meeting dates, times and location were established with the decision to continue to meet on the third Wednesday of each month at 6:30 pm in the Board office with exceptions in March and June.

Those two will be held on March 10 and June 23. The Board Service Fund was set for $5000 for 2021 and the Public Records Commission will include the Board President, Superintendent and Treasurer.

Alice Simon and Mike Ford were appointed as OSBA Legislative Liaison and alternate, with Tim Bower and Tammy Sprow as Student Achievement Liaison and alternate. The yearly authorizations for Superintendent and Treasurer were approved.

The Board designated Ennis and Britton Co., L.P.A., Bricker & Eckler and Taft Stettinius & Hollister, LLP as official representation for legal issues that affect district affairs. OSBA Membership was approved for 2021 at a cost of $4,822 and to subscribe to the School Management News (electronic version) at a cost of an additional $150 for a total of $5317. The Organizational meeting adjourned at 6:25.

Regular January meeting began at 6:30 with the new President calling it to order and same people present along with thirty guests in attendance. Superintendent Haselman presented Board members with Certificates of Appreciation from the Ohio School Board Association in recognition of School Board Month.

Students of the Month were also recognized for their outstanding achievements with those students being Kindergartener Arya Creque, Middle School 8th Grader Skylar Boulton and High School Senior Kaleb Barnes.

The board voted to approve the December 16, 2020 minutes and the Treasurer’s report before hearing Superintendent Haselman’s Report and Recommendations. They voted to approve all of his recommendations which included:

Personnel

– Salary revisions for Katie Hamilton, Phyllis Pezzin, Peggy Smith, Todd Woodring and Jessica Ford

•Athletic Supplementals for Damon Mattimore Head Baseball Coach, Kevin Freeman Assistant Baseball Coach, Dustin Stickley and Jay Abbott as Assistant JV Baseball Coaches, Kelsey Gillen Head Softball Coach, Frank Kohlhofer Assistant Softball Coach, Lindsay Roe and JoHanna Young as Assistant JV Softball Coaches, Mary Reighard HS Head Track Coach, Amy Spieth HS Assistant Track Coach, Ron Zdunczyk and Alex Lutheran HS Assistant Track Coaches, Jon Mignin MS Head Track Coach, K.J. Abair MS Assistant Track Coach, Mark Angel and Nate Ruple as Weight Room Supervisiors (50% each in Spring)

•Athletic Volunteers Jordan Wolford Softball Vol. Coach and Carey Phillips Track Vol. Coach

•Classified Resignation of Jamie Rulka Bus Driver effective January 13, 2021

In other items for consideration, the Board approved the request for approval of 2021-21 Kindergarten Registration to be held at PDY Elementary on April 28-30, 2021. School will not be in session for current Kindergarten students on those registration days.

Also approve was the recommendation to grant Francisco Marquez and Courtny Helton diplomas for the 20-21 school year and to Allow Delta HS students in grades, 9, 10, and 12 to participate in a synchronous remote learning day/activity on February 23, 2021 while students in 11th grade will report to the school building for ACT testing. All staff will report as normal.

A levy resolution was discussed. The Board and Administrator reviewed the income tax estimates the district received from the State Tax Commissioners regarding the collection on a one (1.00%) percent earned income tax levy and a one and a quarter (1.25%) percent earned income tax levy.

After a lengthy discussion, the Board requested that CFO/Treasurer Matt A. Feasel obtain an estimate from the State Tax Commissioner for one percent (1.00%) traditional income tax levy.

The Board will hold a special meeting on Wednesday, January 20 at 7:15 a.m. to review the certification and consider placing an income tax levy on the May 4, 2021 ballot. The board voted to approve a motion “to request the new estimate.”

From 7:22 – 7:40, the Board went into Executive Session “to discuss confidential information related to an applicant for Economic Development Assistance, or negotiations with other political subdivisions respecting such requests for Economic Development Assistance. No action was taken and the Regular meeting adjourned at 7:50.
