Springfield Township Trustees met on Wednesday, February 25 in the township building.
Trustees in attendance were Eric Creighton and Ed Ruffer with Steve Planson absent. Also in attendance were Fiscal Officer Patti Rosebrock and township maintenance supervisor Mike Short.
Following the roll call, the Pledge of Allegiance was recited followed by approval of meeting minutes from the February 9 meeting and the payment of bills as presented.
Short told the trustees that he’s looking at a project of replacing an old crossover on County Road 22.75, just north of State Route 34. The project will allow surface water to flow properly.
He mentioned the township already has three pieces of concrete pipe on hand and requested to purchase two more concrete pipes from National Pipe.
A motion was made to approve the purchase at $650.00 of the concrete pipes.

Short noted that concrete pipe is more durable than plastic alternatives, which can be damaged by ditch burning. “They (concrete pipes) should last for a while,” commented Short. “The one thing we won’t run into, and I have it happen if we put plastic in there and somebody decides to burn the ditches, those can catch fire.”
Short said he had already spoken to a contractor about the project and shared his plans. The project has been on his radar for a number of years, but it always gets pushed back.
“We’re going to dig a trench, lay the pipe and fill it up with CSM (Controlled Low-Strength Material) which is a form of concrete you can dig out and it’s a flowable fill,” commented Short.
“That would create that cradle and if we ever must replace the tile side of it, the structure is there. You can leave the ground underneath it and replace the tile.”
Creighton suggested the trustees table the project for further discussion, noting they wanted to do more research on how to approach it.
Short also requested the purchase of two hydraulic motors, one for the salt spreader and the other for the auger on the new front-line snowplow truck. One motor is priced at $675 and the other at $240.
Short presented another purchase request for the trustees, the purchase of six new tires for the front-line snowplow truck. He also mentioned that the steer tires on the truck needed to be replaced.
The price quote from Best One Tire of Bryan for six tires is $2,827.30. The township will save on disposal costs by keeping five of the six old tires, avoiding the $15-per-tire disposal fee. One old tire will be kept as a spare at the township garage, and the other four will be retained for future use.
He added that Best One Tire’s labor charge for changing, mounting and balancing all six tires would be $460.00.
Trustees then made a motion to approve the purchase of the six new tires.
Rosebrock reported that she will attend the Local Government Conference on March 18-20 in Columbus.
Ruffer and Creighton also recently attended the Williams County quarterly township meeting held in Center Township.
The township is also hoping to fill two vacancies on the Springfield Township Zoning Commission. The next meeting will be on Wednesday, March 11 at 7:30 p.m.
