After hearing from Ron Hodges regarding the district’s open enrollment policy during their regularly scheduled noon meeting on September 26, members of the Wauseon Board of Education moved forward to address financial and personnel matters.

FY14 permanent appropriations and the original budget for GASB 34 reporting were approved and involved the following funds: General Fund, Bond Retirement, Permanent Improvement, Building Fund, Food Service, Special Trust, Uniform School Supplies, Classroom Facilities OSFC, Classroom Facilities, Student Managed Activities, District Managed Activities (Athletics), EMIS, Race to the Top (RttT), IDEA B Grant, Title III LEP Grant, Title I Grant, ECSE Grant, Title II-A TQU Grant, and Miscellaneous Fund Grants. With all funds included, the total FY14 permanent appropriations are $22,109,179.33. Modifications and supplemental modifications to the FY14 Certificate of Resources were also approved and included: General Fund (+$501,997.00), Brandon Perry Scholarship (+$295.00), Band (+$1806.74), Race to the Top (+$18,588.98).

Personnel items approved included Hugo Barajas a Volunteer Wrestling Coach for the 2013-14 school year pending the receipt of both a clean BCI/FBI background check and a Pupil Activity Permit. Phyllis Scheklehoff as a classified substitute librarian for the 2013-14 school year along with the transfer of Mike Webster from a 7th Grade Boys Basketball Coach to a 8th Grade Boys Basketball Coach were also both approved along with a request for unpaid FMLA leave from Dawn Torbet, effective October 18, 2013 through November 18, 2013. Contracts offered included one year certified supplemental contracts to Jessica Aeschliman, Mark Bristch, Tom Brady, Kim Hackett, Jamie Heath, and Joy Hutchinson. A one year certified athletic contract was also offered to Jeff Mazurowski as a 7th Grade Boys Basketball Coach for the 2013-14 school year. A one year limited classified contract was offered to Eric Fry as a WHS 4-hour sweeper for the 2013-14 school year.

The board also approved an overnight field trip for the Wauseon FFA to attend the National FFA Convention in Louisville, Kentucky from October 30, 2013 through November 2, 2013.

The final item addressed by the board was the approval of a Memorandum of Understanding that involves the Wauseon Exempted Village School District Board of Education and the Ohio Association of Public School Employees Local #553. The memorandum includes a “me too clause” that states that both parties agree that Local #553 will be awarded the base wage increase of 1.1% the teachers union received, and in addition the drivers will resume their step increases. Healthcare will remain the same, specifically the Access Plus or High Deductible Health Plan. Sick leave severance pay out per Article 24 Retirement and Severance Section 2.a will be increased from 25% to 26% of the total accumulated but unused sick leave will be rounded up to a maximum of 65 days beginning with the 2013-14 school year.

After passage of the resolution involving the memorandum, the board moved into executive session for the discussion of board policy. No further action was taken and the meeting was adjourned.
