The York Township Trustees met for their meeting on February 25, 2026. Trustee Jeff Mazurowski called the session to order at 3:30 p.m. with fellow trustees Mark Jones and Amy Trowbridge present.
Also attending were Fire Chief Jeremy Gillen, Assistant Fire Chief Jon Gillen, Fiscal Officer Janelle DeBacker, and Assistant Fiscal Officer Penny Jones, along with several guests including Clinton Township trustees Ivan Hite, Rick Frey, and Kevin Demaline, Andrea Gerken of the Fulton County Auditor’s Office, and Sean Smith.
Early in the meeting, Gerken provided trustees with a list of permits approved in Fulton County during 2025 and discussed several zoning changes currently being proposed by the county.
Because York Township zoning is handled through the county, the potential updates could affect the township once adopted. Proposed changes would prohibit artificial intelligence data centers, regulate flag size, eliminate shipping containers used for storage, and limit future cell towers to commercial districts rather than agricultural areas.
Clinton Township trustee Ivan Hite addressed the board regarding concerns over recent changes by the Fulton County Commissioners that have reduced funding available for certain EMS programs.
Hite asked the trustees to support discussions with commissioners on the issue. Trustee Mark Jones indicated he would be willing to attend a meeting with commissioners.
Fire Chief Jeremy Gillen then provided the fire department report, noting that a legal review of the township’s billing agreement with EMS Management and Consultants had been completed.
Trustees approved Resolution 2026-20 authorizing the township to enter into a contract with EMS Management and Consultants Inc for fire service billing.
Gillen also reported that five personnel are currently attending fire training classes and that a light and ballast at the EMS station had recently been replaced.
The department is seeking quotes for a replacement generator after a representative from Triotech indicated the current setup is not compliant. Gillen also reported that Sean Smith was selected as Captain and Dan Timpe as Lieutenant following recent interviews.
The department tanker was recently checked at Freightliner for a faulty code, which was traced to a display switch that had not been programmed.
Discussion also continued regarding the possible purchase of a new brush truck. The township has received $9,905 in grant funding toward the project and could receive trade in value for the current truck, with additional cost information expected at a future meeting.
Trustee Amy Trowbridge later reported meeting with R/B employees and suggested the use of daily work logs submitted weekly.
She also reported receiving a call regarding a drainage basin needing attention at Roads C and 8 and recommended implementing work orders to track maintenance needs.
Fiscal Officer Janelle DeBacker reported that January financial statements had been distributed and that the township received its first half real estate tax settlement on February 25, including $139,381 generated through the township’s new fire levy.
She also reported that the township submitted its closeout report for State and Local Fiscal Recovery Funds and is awaiting confirmation from the U.S. Department of Treasury.
During new business, trustees approved the February 11 meeting minutes, January bank reconciliation, January financial reports, payment of warrants and electronic vouchers, and purchase orders and blanket certificates as presented.
Trustees later entered executive session at 5:06 p.m. to discuss personnel matters and returned to open session at 5:35 p.m.
Following the session, trustees approved Resolution 2026-21 eliminating the Road and Bridge Superintendent position currently held by Larry Lammon III due to budget constraints, effective at the end of the workday on March 20. With no further business to address, the meeting adjourned at 5:38 p.m.
