Pultrall Inc., a North American leader in composite concrete reinforcement solutions and manufacturer of V-ROD fiberglass rebar, is coming to Edon, bringing new jobs and investment to Williams County.

According to a news release, V-ROD USA will be moving into a 127,000-square-foot facility at 507 West Indiana Street — the former Linamar Structures USA facility that closed August 30, 2024.

Williams County Economic Development Director Ashley Epling said Pultrall was looking for an existing building and was attracted by the proximity to both Edon and Michigan, which she noted would be a good draw for workers, along with access to the Ohio Turnpike.

“This is their first U.S. site because of the Build America Buy America (BABA) Act,” said Epling. “If you have government contracts, you have to have your products made in the United States.”

Epling noted the company makes fiberglass rebar used in roads and bridges, so it needed a U.S. facility to fulfill its contracts under the Build America Buy America Act.

The company, headquartered in Thetford Mines, Quebec, Canada, is investing $7 million in the Edon facility. It is expected to create 60 new jobs with an estimated annual payroll of $4 million and is projected to open in the summer of 2027. The company also received a job creation tax credit.

“With the acquisition of the Edon facility, U.S. production capacity for V-ROD fiberglass rebar has increased and now fully meets market requirements, strengthening the product’s strategic position in the U.S. infrastructure market,” said Bernard Drouin, president and CEO of Pultrall Inc.

Drouin added, “A growing portion of our revenue now comes from projects subject to BABA requirements. It is essential for us to offer a compliant V-ROD product to support our growth and protect our market share.

“We are bringing our technology to Edon to provide Ohio and all the country with U.S.-made fiberglass rebar. The Edon facility allows us to do exactly that.”

In addition to relocating its production facility to Edon, V-ROD USA needed additional property beyond what was included in the existing facility footprint.

“Through working with the Williams County Land Bank, we were able to get the former Edon School property,” said Epling. “We worked with the village because it was zoned residential and there was also another residential property that needed to be purchased as well.

“They worked with the landowner and purchased the property. They plan to use the house as short-term housing for visiting workers, given the lack of nearby hotels.

“We got the other parcel from the Land Bank, which they are going to use as a laydown yard.”
