The Wauseon City Council held its meeting on Monday, March 16, 2026, at 5 p.m. with Council President Shane Chamberlin presiding. The meeting opened with the Pledge of Allegiance followed by a moment of silence.
During the public participation portion of the meeting, Karen Pennington, of the Fulton County Health Department, presented information regarding tobacco use among youth in the county.
The presentation included data from recent surveys showing that a majority of local youth report strong disapproval of cigarette use from both parents and peers.
The department also shared results from a recent retail audit and compliance testing, noting one failed compliance check within the county.
Efforts to reduce tobacco use were highlighted, including participation in the upcoming Take Down Tobacco event on April 1. Two local students spoke about their involvement, emphasizing their desire to promote healthier choices among their peers.
Council then approved the minutes from the previous meeting before moving on to committee reports. These reports began with the Tree Commission, where preparations for the city’s Arbor Day program scheduled for April 25 were discussed along with a presentation on the commission’s history.
The Utility Commission report included discussion of a potential code change, which has been referred to the Safety and Code Committee for further review. Concerns were also raised regarding fiber optic companies leaving wires exposed and equipment behind.
Department heads then provided their reports and updates across city operations. Fire Chief Phil Kessler reported 109 service calls for February and noted the department is currently short two staff members. He also announced that a swearing-in ceremony for a new firefighter will take place prior to the next council meeting around 4:40 p.m.

Police Chief Kevin Chittenden reported that Tasers were issued to full-time officers on March 13 and stated that while the department is fully staffed, additional part-time officers are still needed.
Finance Director Jamie Giguere reported ongoing work with GAC and Arcadis on a study involving the city. Law Director Tom McWatters provided updates on the TIF project west of Arrowhead, noting that council can expect materials for review in late April, and also reported ongoing coordination with the Environmental Protection Agency and a pending feasibility study discussion.
Council then moved into legislation, approving two resolutions under emergency status. Resolution 2026-7 authorized the mayor to enter into the Maumee Valley East CHIP Consortium partnership agreement with Henry County, the City of Napoleon, Fulton County, and the City of Wauseon.
Resolution 2026-8 authorized entering into a design contract with Arcadis for a GAC contractor project at the city’s water treatment plant. Both resolutions were passed unanimously after being placed on emergency and final readings.
In new business, council approved the reallocation of previously budgeted funds from the water treatment plant aeration project to support the new GAC project.
Discussion clarified that the funds would be shifted within the capital budget to meet current project needs. Council also approved the removal of the interim clerk, expressing appreciation for the assistance provided during the transitions.
Under old business, it was noted that two interviews are scheduled for the public service director position, and council is still awaiting an update regarding a property on Chestnut Street.

Council then approved the payment of bills before adjourning the meeting at 5:33 p.m.
