The Williams County Commissioners approved an agreement for a new Sheriff’s Office mobile app and formalized sewer assessment charges during their Thursday, Aug. 6, meeting.

Commission President Scott Lirot and Commissioners Bart Westfall and Terry Rummel were in attendance.

Commissioners approved an agreement between the Williams County Sheriff’s Office and OVC, LLC, to develop and support a custom mobile app for the department.

The three-year agreement runs through June 23, 2029, at a cost not to exceed $16,317.80. Officials said implementation of the app could take up to three months.

Commissioners also adopted a formal resolution regarding sewer connection assessment charges following a discussion held Aug. 4. The action stemmed from a request by property owners building a new home near Nettle Lake who sought relief from assessment charges to connect to the county sewer system.

After reviewing the request, commissioners voted to leave the current assessment structure unchanged. The 2026 assessment charge remains $8,212.70.

The board entered executive session at 9:18 a.m. with EMS officials and County Engineer Todd Roth. No action was taken following the session.

Department of Aging Executive Director Sarah Stubblefield updated commissioners on the department’s ongoing cost-reduction efforts.

Stubblefield said the department has reduced the number of seniors receiving home-delivered meals from 370 to 336 by reassessing participants and encouraging those who are able to utilize senior centers, transportation services or frozen meal options instead.

She also reported that the department completed 72 assessments during July. Rummel emphasized that the program is intended to serve those with the greatest need rather than function as an entitlement.

Commissioners also met with WEDCO Executive Director Ashley Epling to discuss the possibility of establishing a tax increment financing (TIF) district at the Williams County Airport. No formal action was taken, and the discussion was informational.

With no further business, the meeting adjourned at 10:39 a.m. The next Williams County Commissioners meeting is scheduled for Tuesday, Aug. 11, 2026.
