2022 Tax Budget Hearing Held By Fulton County Commissioners

Three changes were made to the agenda of the June 17, 2021, Thursday morning meeting of the Fulton County Commissioners. The Board then approved the agenda as amended, and the minutes of the previous meeting. Also approved during the Thursday meeting were:

-A Review of Certificate of Mailing notices of New Hearing for Ditch 2141 Myers

-Increase and transfer of appropriations for various departments

-Resolution 2021-443 Approve oversight of Amendment #1 to contract 2020-56 with Adriel on behalf of JFS

-Resolution 444 Approve oversight of Amendment #1 to Contract 2020-59 with Quadco Rehab on behalf of JFS

-Resolution 445 Approve oversight of Amendment #1 to Contract 2020-60 with Fulton County Health Department on behalf of JFS

-Resolution 446 Approve oversight of Amendment #1 to Contract 2020-63 with Fulton County Health Department on behalf of JFS

-Resolution 447 Approve Change order #2 for Contract 2020-77 with Jess Howard Electric for Runway 9/27 Lighting Rehab Project

-Purchase orders and travel requests

-Resolution 450 Terminate Contract 2016-159 with Steve Brown for County Zoning Inspection Services

With no further business, the meeting adjourned. The Tuesday morning meeting on June 22, 2021 also held a number of approvals beginning with the Minutes of June 17, 2021, agenda as amended, and payment of bills

Correspondence from MVPO pertaining to Collection of annual service fees from Hillandale Farms was reviewed. Commissioner Jeff Rupp moved to accept the recommendation to accept the settlement amount so a vote approved Resolution 2021-459 Accept Recommendation of MVPO Executive Director for Hillandale Farms Collection.

Other items approved were:

-Resolution 455 Enter into Contract 2021-69 with S&S Directional Boring, LTC. For the Drainage Improvement Project on Road 3, on behalf of Engineer

-Resolution 456 Approve oversight of Contract 2021-70 with Fulton County Prosecuting Attorney for IV-D Services on behalf of JFS

-Purchase orders and travel requests

-Resolution 458 Approve oversight of MOU#2021-71 between the Center for Child and Family Advocacy and JFS

Following a short recess, the Commissioners met with ODOT to discuss the 2021 Fulton County projects. Present with the Commissioners for this session were Pat McColley, Mike Fountain, Mark Bressler and Doug Raby. McColley began with a rundown of how traffic and the number of road fatalities were affected during the pandemic.

Raby went through current projects: Resurfacing on US20A, St. Rts. 109,108, 64 and 120, as well as the Traffic Signal updates on St. Rt. 108 and US20A. Bressler and Fountain reported on daily operations, which include pot hole patching, mowing, vegetation maintenance, berm rehabilitation, and cleaning ditches.

Current Drainage projects include Culverts on on 127, 20, 109 and 20A. The Chip seal on Rt. 2 has been completed and they are in the process of completing the Crack Seal on 109. The spot paving on 20A and 109 has been completed also.

McColley ended by sharing that there are currently six TID projects happening for District 2. For Fulton County, the North Star Steel expansion has 90 new FTE jobs and 397 retained FTE jobs, with a capital investment of $700 million.

The commissioners ended their business of the day with a Tax Budget Hearing. County Administrator, Vond Hall, informed the commissioners that this hearing had to be held 45 days before adoption on July 15.

After the hearing there is a time frame for a public inspection prior to adoption in which the Auditor will hold a copy of the Budget in the office.

The final adopted version needs to be to the Auditor before July 20, then the Tax Budget Commission will meet before August 1 and review. On or before September 1, the Tax Budget Commission will give the Commissioners the Certificate of Revenue.

No questions were asked and the hearing was concluded. With no further business the sessions for the day were adjourned.
